This is MARKET RESEARCH ONLY to identify qualified sources that possess the capability and experience to provide Protective Service and Anti-Terrorism Training. Large and small businesses are encouraged to participate as this is a request for infomration only. This survey is to determine the availability of firms, does not constitute an RFP and is not to be construed as a commitment by the Government. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, it does not obligate the Government to pay for any information that is submitted, or obligate the Government to pay for proposal preparation costs. Information submitted will not be returned. Source will be required to provide all personnel, facilities, equipment, tools, materials, vehicles, supervision, transportation, other items and services to provide the training. For maximum utilization of training, facility shall be located near a major metropolitan area. Training must be current and up-to-date. Resumes of instructors should be provided and instructors shall have had foreign travel to a minimum of two actual terrorist sites within the past 24 months. A map showing the layout of the training facility should also be provided. Information submitted will be evaluated on the following: quality of training, past performance, quality of instructors, adequacy of security facility, adequacy of shoot house, quality of lesson plans, number and condition of training vehicles, evidence of prompt vehicle repair, quality of surveillance detection and quality of route analysis instruction.
