Commercial Items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation to be
issued; proposals are being requested and a written solicitation will
not be issued. The solicitation number for the Request for Proposal is
F07603-98-R6002 and a pre-proposal meeting will be held on 24 November
1997 at 9:00 a.m. (EST), Bldg 639, Rm 243, Dover AFB, DE. Please notify
if attending by 21 Nov 97. This RFP closes on 15 December 1997. This
solicitation incorporates provisions and clauses that are in effect
through FAC 97-2. The Standard Industrial Classification Code is 7011.
The Small Business Size is $5 M. OFFERORS WILL PROPOSE ON THE

__ $__ __ __ ___ SCHEDULE DESCRIPTION: 1. Provide single occupancy
hotel or motel rooms in your facility. (Same rate will apply if
contractor chooses to provide double occupancy rooms). 2. Provide
parking facilities. 3. The hotel must accept a valid government credit
card (American Express). Also the hotel will accept cash, other credit
cards, and/or other methods of payment for charges (travelers checks,
money orders, etc.). 4. Living space will be IAW commercial quarters
standards. 5. Custodial/Sanitation services will be IAW commercial
quarters standards. 6. Enforce Insect & Rodent Control. 7. Smoke and
fire protection systems must be installed and meet federal, state and
local fire codes. 8. Living quarters shall be provided with individual
room-controlled heating and air conditioning and otherwise provide the
ventilation necessary to maintain comfort. 9. The hotel must provide a
check-in/out service on a 24 hour basis, 7 days a week. All occupants
will process thru the Lodging Office first. 10. A telephone shall be
provided in each room at no charge to the occupant. Each room occupant
shall pay for toll calls placed by them. Services provided shall be
available 24 hour a day, seven days a week. Local calls will not be
charged to the occupant. 11. Inspections and quality assurance will be
on a customer complaint basis -- AF Form 3211 or hotel comment card.
All cards will be forwarded to the Dover AFB Lodging office. 12. All
entrance doors to rooms will have interior security locks. Each room
occupant will be provided with a room key. 13. Rooms reserved by Dover
AFB and not used, cannot be rented to other guests. 14. Free shuttle
service provided from the Dover AFB Lodging Office to the hotel, back
to the Lodging Office, Passenger Terminal or Base Operations. 15. Each
individual will be responsible for payment of his/her room, tax and
incidentals upon check-out, unless otherwise stated in contract. Those
who do not pay for room charges are responsible for all other expenses
upon checkout, i.e. telephone charges. 16. Rates will not exceed the
lodging portion of the local area per diem rate authorized by Joint
Federal Travel Regulation Vol. 1. 17. Hotels must be within a 10 miles
radius from the Dover AFB lodging facility. 18. At least one dining
facility serving three meals a day must be within convenient, lighted
walking distance of the contract facility or free shuttle to and from
dining facility. THE FOLLOWING PROVISIONS AND CLAUSES ARE APPLICABLE
AND HEREBY INCORPORATED INTO THE SOLICITATION BY REFERENCE IN LIEU OF
FULL TEXT AND WILL BE PROVIDED BY THE CONTRACTING OFFICER UPON REQUEST.
THE PROVISION AT FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL,
APPLIES TO THIS ACQUISITION. THE CLAUSE AT FAR 52.212-3, OFFEROR

CONTRACT OF 1965, AS AMENDED AND THE REGULATIONS OF THE SECRETARY OF
LABOR, THIS CLAUSE IDENTIFIES THE CLASSES OF SERVICE EMPLOYEES EXPECTED
TO BE EMPLOYED BY THE CONTRACTING AGENCY SUBJECT TO THE PROVISION OF 5
USC 5341 OR 5332. OFFERORS MUST INCLUDE WITH THEIR OFFER A COMPLETED
COPY OF THE PROVISIONS AT FAR 52.212-3, OFFERORS REPRESENTATION AND

FAX NUMBER. Evaluation Factors -- The Government will perform a "Best
buy analysis" and award will be made to the offeror whose proposal is
most advantageous to the Government, taking into consideration the
factors listed below and the total proposed costs. Offerors must
include: 1. Number of guaranteed rooms (minimum of 30) for 18 months
starting 1 Feb 98 with no blackout periods (i.e. race weekends,
conventions, etc). 2. Rates (can be less but they cannot exceed the
lodging portion of the local area per diem rate authorized by the Joint
Federal Travel Regulation Vol 1). 3. Cleanliness standards; minimally
meet industry standards, (i.e. clean, free of odor, mold and mildew).
On site inspection may be made on hotels/motels meeting above criteria.
OFFER MUST SUBMIT THREE REFERENCES FROM ANY COMPANY/GROUPS (IE.
CONVENTIONS, ETC.) WHO UTILIZED YOUR FACILITY WITHIN THE LAST TWO
YEARS. PROVIDE NAME, TELEPHONE AND FAX NUMBER. THE CONTRACTING OFFICE
WILL MAKE INQUIRY WITH REFERENCES, THE BETTER BUSINESS BUREAU, CHAMBER
OF COMMERCE, AND THE DEPARTMENT OF HEALTH. AWARD WILL BE EVALUATED IAW
FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS. AWARD WILL BE BASED ON THE
EVALUATION FACTORS, REPORTS FROM REFERENCES AND INQUIRIES MADE. THE
CONTRACTING OFFICER MAY AWARD WITHOUT DISCUSSION AFTER INITIAL
