administrative facility to house Social Work and Family Advocacy
functions. The project includes provider and technician offices;
waiting rooms, administrative, and counseling space for a staff of 38
personnel. Supporting facilities include utility, fire protection,
landscaping, paved walks, roads, information systems, parking and site
improvements. The plans and specifications have been placed on Compact
Disk (CD-ROM) and will be provided free of charge. Plans and
specifications will not be provided in a paper hard copy format.
Notification of amendments shall be made through either 3.5" diskette,
CD ROM, and/or the Internet. The Government intends to issue this
solicitation through the use of CD ROM and the internet. However, the
Government reserves the right to use only the internet as notification
of any changes to this solicitation. It is therefore the contractors
responsibility to check the following address daily for any posted
changes to this solicitation. Contractors may view and/or download this
solicitation and all amendments from the internet at the following
internet address "http://ebs.swf.usace.army.mil". Estimated Cost Range:
$1,000,000.00 and $5,000,000.00. Solicitation to be issued on or about
05 December 1997. Proposals are due on or about 06 January 1998.
Duration of contract is 365 days. This is an unrestricted solicitation.
Offers from all qualified business concerns are solicited. If a large
business firm intends to submit a proposal, it must comply with FAR
52.219-9 clause regarding the requirement for a subcontracting plan.
The Fort Worth District goals are as follows (expressed as a percentage
of the contractor's total planned subcontract amount): Small
Business-61%; Small Disadvantaged Business-9.1%; Woman-owned Small
Business-4.5%; Historically Black Colleges & Universities/Minority
Institutions (where applicable)-5.5%. Offers from responsible sources
will be considered. SIC Code for this procurement is 1542. Size
