This is a Design/Build "Turn-key" acquisition of Military Family Housing (MFH) at Lackland AFB, TX which includes construction of 50 MFH units and demolition of 50 MFH units. Special emphasis will be placed on obtaining the most practical, functional, and aesthetic design for this project with respect to living units and site. The project includes the design development from the design and construction of MFH units and all necessary site improvements, structures, off site work (utilities, roads, etc.) and will include all labor, consultant services, materials, and equipment required to provide a complete and ready for occupancy family housing development. Proposals will be solicited on a firm-fixed price, lump sum basis, and will be evaluated based on the technical merit, past performance, and price. Source Selection procedures, in accordance with Air Force Appendix BB, will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the Government,price and other factors considered. The solicitation, plans specifications, or drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium for the proposal submittal documents will not be allowed.
