additional research on SATCOM interoperability under contract
NAS3-97137. Additional R&D will include an analysis of NASA's and the
SATCOM industry's proposed "Satellite Alliance" as it pertains to
communications interoperability research, test demonstration and
verification opportunieies. The contractors will participate in the
scheduled Satellite Alliance meetings and analyze government, industry
and academic candidate opportunities. The contractors will inform the
LeRC Satellite Networks and Architectures Branch on collaboration
issues, such as the resources required for specific technical
interoperability tests and demonstrations, and the technology transfer
value of certain tests and demonstrations. The SIC Code and small
business size standard for this procurement are 8733 and less than
$5.0M average annual receipts respectively. NASA/LeRC intends to
purchase the services from the Institute for Applied Space Research of
The George Washington University under current contract NAS3-97137.
The authority for other than full and open competition is 10 U.S.C.
2304(c)(1) only one responsible source and no other supplies or
services will satisfy agency requirements. Proposed researchers at The
George Washington University are uniquely qualified to provide these
services. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. An Ombudsman has been appointed. See
Internet Note "B". Interested firms have ten days from the publication
of this synopsis to submit in writing to the identified point of
contact, their qualifications/capabilities. Such qualifications/
capabilities will be used solely for the purpose of determining whether
or not to conduct this procurement on a competitive basis. Responses
received after the ten days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. All qualified
responsible sources may submit an offer which shall be considered by
