Contamination Focus Area (SCFA) of the U.S. Department of Energy (DOE),
Office of Science and Technology (OST) and MSE Technology Applications,
Inc. (MSE) are preparing to evaluate methods to immobilize Mixed/TRU
wastes using a bottom-to-top In-Situ vitrification (BTT ISV) process.
Competing processes which exhibit similar operating safety
characteristics and promise comparable results will also be considered.
The FULL SCALE demonstration planned for FY98 will vitrify 75 tons
(minimum) of contaminated material in-situ at an approximate production
rate of 3 ton per hour; the detailed scope, schedule and site criteria
are yet to be determined. MSE expects to prepare and release a Request
for Proposals (RFP) for the BTT ISV demonstration in the second quarter
of FY98. By this announcement, MSE seeks to prequalify interested
parties that exhibit a proven capability to successfully design, build
and demonstrate BTT ISV technology at a DOE site. Your response to
each of the following items will provide the basis for
prequalification: 1) Demonstrate a proven ability to design, build, and
successfully demonstrate thermal remediation technologies. 2) Your
estimate of the time required to properly respond to an RFP as
generally described above. 3) An estimate of time required to design,
build and check out a full scale BTT ISV system prior to demonstration.
4) Experience of the company/personnel with projects of simmilar
complexity and size (include a single page resume for each key employee
-- list two relevent projects and customer references). 5) Briefly
discuss two previous projects your company has performed at a
government facility: include contract dollar amounts for each. 6)
Briefly describe the potential advantages of your technology over
similar known competing processes, especially in the areas of
performance and cost effectiveness. 7) Provide recommendations and
ideas for demonstrating your technology. 8) Provide suggested criteria
for measuring demonstration success/failure. 9) Outlineexpected
commercial applications (range of capabilities) for the technology. 10)
Indicate the degree and extent of any costs sharing measures you are
willing to provide. Parties wishing to receive the upcoming BTT ISV
Demonstration RFP must address each of the items listed above and
provide written response to MSE within 21 days of the publication date
of this notice. Items 1, 4, and 6 will be given the most weight for
determining qualifications. Clear, concise, and complete responses will
ensure that your presentation receives the highest possible rating.
Respondants will be evaluated on the basis of verifiable information
supplied. Prequalification presentations will be cross-checked against
prevoius proposals; those which significantly deviate from
prequalification responses may be disqualified. THIS IS THE ONLY
PREQUALIFICATION PACKAGE THAT WILL BE ISSUED FOR THE BOTTOM-TO-TOP
