development effort to implement, demonstrate, and evaluate the
performance of the Ring Buffered Network Bus (RBNB)technology currently
researched by Creare Inc., Hanover, New Hampshire. Pursuant to 10
U.S.C. 2304 (c)(1), it is the Government's intent to solicit and
negotiate this follow on effort from Creare Inc. The contractor will
develop interfaces and demonstration applications for assessing
performance characteristics of their RBNB technology, perform those
assessments, refine the RBNB design and investigate approaches for
minimizing the life cycle costs for future complex interconnected
application. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. See Note 22. This notice is not a
request for proposal. Interested firms shall submit information
supporting their capability to fully meet this requirement within 15
days of publication of this notice. Responses received after the 15
days shall be considered non- responsive. A determination by
theGovernment to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Oral communications are not
acceptable in response to this notice. An Ombudsman has been appointed.
