NASA/GSFC plans to issue a Request for Quotation (RFQ) for Radiometric Profile Data measure during four (4) to ten (10) cruises at the Hawaii Ocean Time Series (hot) site. The radiometric data, consisting of depth, downwelling spectral irradiance, upwelling spectral radiance, and incident surface spectral irradiance, are routinely measured on these cruises. The contractor shall deliver (1) copies of each PRR profile data file in ASCII format, either in units of volts or calibrated radiometric units, (92) associated dark reference files for each cast file, (3) Metadata for each file including the location (latitude and longitude), data, time (universal), and other essential information specified in current protocols, and (4) copies of certificates from semi-annual spectral irradiance/radiance responsivity calibrations of the PRR Radiometer System. The period of performance for these deliverables is one year from award of order. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Oregon State University, School of Oceanoggraphy, Corvallis, OR 97331. Oregon State University is the sole processor of this data. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities and quote. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
