for information only. No formal solicitation will be issued as a result
of this announcement, and no award will be made on the basis of
responses to this request. The Office of Personnel Management (OPM)
intends to evaluate responses to this synopsis before finalizing
technical requirements, work statements and specifications. OPM's
nation-wide Employment Service product and service lines need user
friendly staff resource planning, project management, project cost
accounting and customer tracking for our line managers. We are seeking
project-oriented, off-the-shelf software modules which we can
interface to our main accounting system and management systems. Our
product and service activities include: 1.) high numbers of open
projects (500 split among several major program areas and about 20
locations); 2.) projects with complex hierarchies of tasks; 3.)
projects being established, executed and tracked simultaneously at
multiple locations; 4.) projects being done with multiple employees and
levels of management; 5.) projects involving in-house direct and
indirect costs (primarily labor); 6.) external contract projects as
well as internal projects such as policy setting and product
development; 7.) projects that require end-to-end management of
progress (status, milestones, percent complete and notes) and costs
against budget (relative to progress and total); and 8.)
assigning/sharing/tracking staff resources to projects across
organizational and geographic lines. Our technology is uniform across
the country. We operate with Novell LANS/WANS and Windows at our 20
plus locations with about 600 employees. We estimate up to 50
concurrent users and up to 100 total users of these modules. We are
moving to Windows 95/98 and Oracle. We also have some experience
developing and using WEB sites, but not for these purposes. Companies
are requested to provide both technical and budgetary information as
well as information on delivery and other terms and conditions.
References to private and Federal sector clients using such software
should also be provided. OPM will not pay for information provided in
response to this synopsis. OPM reserves the right to not proceed with
the acquisition of this software. Those who wish to respond to this
