is a combined synopsis/solicitation for commercial items prepared in
accordance with format in the FAR Part 12 and FAR 13, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation to be issued, proposals are being
requested from this announcement, a written solicitation will not be
issued. The Request for Quote (RFQ) number is N00244-98-Q-0051. This
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-01. This solicitation is
issued on a restricted basis, utilizing Standard Industrialization
Classification Code of 8734 with the business size standard set a
$5million. FISC-San Diego is announcing a requirement for the
following: Testing and calibration of shipboard tanks. A full service
testing and calibration is required for twelve tanks aboard the USS
Hurricane (PC-3). All services are to be performed aboard ship which
will be located at the Naval Station, San Diego, CA, Quay wall, between
piers one and two. Period of performance required for this service is
December 15, 1997 through March 31, 1998. The awardee of this contract
will need to coordinate the service with the requiring activity for
the exact time frame for the service. The following statement of work
is applicable to the testing and calibration: (1) Contractor will be
required to fully test and calibrate the entire "Great Lakes
Instruments" and tank level indicator (TLI) system and components for
the tanks listed below. (2) Test all slaved circuits to the Mimic Panel
including the verification of all associated pump controls. (3) Test,
repair, calibrate and return the TLI system to full operational status
to include the mimic panel alarms, indicators, and pump logic
functions. (4) Program all fuel tank TLI receivers with the latest fuel
curve data and perform wet calibrations on all units involved. Tanks
are listed as follows: : Aft Gray Water Tank (3-42-0-W), Dirty Oil Tank
(3-36-0-W), Oily Water Tank (3-36-0-W), Fwd Gray Water Tank (3-34-0-W),
Sewage Holding Tank (-3-31-0-W), Fwd Fuel Oil Tank (P) (3-20-2-F), Fwd
Fuel Oil Tank (S) (3-20-1-F), Potable Water Tank (P) (3-14-2-W),
Potable Water Tank (S) (3-14-1-W), Aft Fuel Oil Tank, C (3-43-0-F), Aft
Fuel Oil Tank (P) (3-43-2-F), Aft Fuel Oil Tank (S) (3-43-1-F).
Contractor will be required to provide all applicable certifications
upon completion of this service. Qualified contractors that have
provided this type of service to the government or civilian companies
are encouraged to submit a proposal for this requirement. Contractors
are required to submit the following information in order for the bid
to be considered complete: (1) Firm Fixed Pricing (listing labor costs,
material costs, and travel/expenses (if applicable), also include
hourly labor rate (2) Payment terms, Cage code, duns/bradstreet #,
Taxpayers ID #. (3) A minimum of two references (to include poc' and
phone numbers) of current accounts that you have performed this type of
service for. (c) Inspection and acceptance will be at destination. THE

Applicable to Defense Acquisitions of Commercial Items, applies with

Preference for Certain Domestic Commodities. Contractors submitting a
bid for this requirement are required to obtain the above listed clause
and provision information. This information must reviewed and the
applicable clauses/provisions must be filled out and returned with your
offer. The Contracting Officer will provide assistance if necessary.

Contracting Officer. Any contract awarded as a result of this
solicitation will be a DO rated order certified for national defense
use under the Defense Priorities and Allocations system. The government
intends to make a single award of a Firm Fixed Price contract to the
most responsible offeror whose bid provides the best technical and cost
value to the government. The following criteria will be used to
evaluate the proposals information per Provision 52.212-2, Evaluation
Commercial Items: Award will be made to the offeror that meets the
solicitations minimum criteria for technical capability at the overall
lowest pricing. To be determined technically acceptable, the
references provided will be reviewed and considered. The government
intends to make a single award of a Firm-Fixed Price contract to the
most responsible offeror whose bid provides the best technical and cost
