Base period -- 15 Dec -- 30 Sep 98, plus 2 option years to extend the
term of the contract -- 12 each per month (Opt I -- 01 Oct 98 -- 30 Sep
99) and 12 each per (Opt II -- 01 Oct 99 -- 30 Sep 2000). Contractor
shall provide commercial off-the shelf telephone based Health
Information Line (Toll-Free Health Information/Advice Line), clinical
asessment and decision support with the following features and
capabilities: (1) 24-hour 7 day a week continuous service with prompt
answering service (2) Toll-Free telephone service from the point of
origin to the information center a Country specific toll-free phone
numbers for call volume tracking and reporting (3) A wide variety of
prerecorded audio health information tapes (updated as needed) a
Automated touch-tone telephone keypad access (4) Printed health
information materials to support audiotapes for mailout on request (5)
Experienced RN staffing for the nurse advice line to provide: (a)
Clinical assessments using physician approved and updated
protocols/algorithms (b) Categorization of callers and direction of
Emergent/Urgent callers to care HCF (c) Documentation and storage of
customer encounter records for continuity of care (d) Tele Fax
Emergtent/Urgent encounter reports on Prime enrollees to their TS PCM
(e) Answeres to questions from audio health information tape listeners
(f) Self-care instructions using the self-care handbook in use in the
region. (6) Utilize language translators (Japanese, Korean, Tagalog,
etc) when needed (7) Generate comprehensive Regional and Catchment Area
demographic/utilization reports (a) Caller demographics, Prime,
Non-Prime, AD, ADFM, NAD, NADFM, Age, Sex (b) Nurse advice information
line calls and clinical assessments used(Total/Top 10) (c) Patient
redirection to more appropriate levels of care/visits avoided (d)
Prerecorded audiotape health information tape utilization (Total/Top
10) (8) Provide member communication/marketing materials (125,000
households) such as: (a) Operating Information Booklet/Menu (b) Patient
handouts and educational posters for MTFs (c) Refrigerator magnet with
toll-free number and TSC PCM phone numbers (d) A series of video
public service announcements for use on base TV stations. (9) Provde
MTF staff education and training to deploy and implement the program
(a) MTF staff information/implementation package with on-site
training.(10)Provide these services in prioritized order to the
following populations: (a) Alaska -70,000 (NLT 1 Jan 98) (b) Guam
15,000 (NLT 1 Feb 98) (c) Japan/Okinawa -79,000 (NLT 1 Nar 98) (d)
Korea -- 48,000 (NLT 1 Apr 98) (e) Remote Sites -3,400 (Australia, PI,
Singapore, Thailand, China NLT 1 May 98) (f) Total -215,400 (DMIS =
