The Government intends to solicit and negotiate on a sole source basis with Clausen Power Blade, Inc. Clausen Power Blade is the only company that can provide the required power blade system, maintenance, training and system support. Clausen Power Blade holds the rights to the design drawing and technical data package for the system. The commercial power blade system will be purchased, tested and evaluated in a live anti-tank and anti-personnel minefield. The Governement's objective is to test the destruction of all mines or the failure of the Power Blade System. The proposed effort further requires system setup and support using a Government furnished test platform and marking system. Upon completion of the testing and evaluation phase the government shall either purchase or lease a power blade system incorporating the lessons learned. As an option the government may up/down size the width of the power blade system providing for a different test platform. See Note 22. (0324)
