Customs Service intends to award a contract for License Plate Readers
to Perceptics Corporation, 725 Pellissippi Parkway, Knoxville, TN
37932-3350. Perceptics was awarded Contract Tc-93-013 to develop the
readers as a result of a competitive procurement. Through a combined
effort with the Customs Service, Perceptics was able to refine and
deliver a production model License Plate Reader (LPR) system that will
automatically locate, read, and communicate the license plate
information to the Treasury Enforcement Communication System (TECS).
TECS then automatically reviews its data base for law enforcement
information associated with that license plate and its registered owner
and provides the inspector with the response information. The LPR
system is scheduled to be installed in 850 lanes at existing primary
inspection stations. The contractor shall provide all the software
required to operate the LPR system and interface it with TECS. The LPR
software is tailored on a regional basis such that the
states/provinces comprising the overwhelming majority of the crossing
traffic have the most reliable recognition. No solicitation document
