formal solicitation document for this acquisition. A Project Agreement
will serve as the solicitation document (see below). The US Patent and
Trademark Office Scientific and Technical Information Center (STIC) has
a requirement for state of the art computing and information products
to support molecular biology and genetics and in the mathematical
science area of computational biology for the Automated Biotechnology
Search Sequence (ABSS) System. STIC manages the ABSS System in an
effort to efficiently search, store, and manage sequence data needed
for the prosecution of biotechnology patent applications. Until
recently, searches of sequence databases could be conducted with
upper-end workstations and servers running standard sequence analysis
and searching software packages. However, the increasing number of
nucleotide and amino acid sequences to be searched has led to the
recent acquisition of more substantial equipment in the form of three
massively parallel computers (MasPars) with sophisticated searching
software tailored to the processing characteristics of that particular
equipment. PTO is seeking to supplement the existing MasPars hardware
and software. This acquisition is expected to be awarded under
Standard Industrial Classification (SIC) Code 3577 and on the basis of
full and open competition. However, small business opportunities may
be considered. This acquisition will be conducted using a new
streamlined acquisition process described in a document entitled,
"Department of Commerce Acquisition Process Case for Change" which may
be found on the internet at http://www.conops.doc.gov. The intent of
this new process is to provide an improved acquisition environment
which will benefit both the vendor community and the Government. As
part of this process, a Project Agreement will be made available on the
internet at http://www.conops.doc.gov by November 21, 1997. In
accordance with this acquisition process, the Project Agreement will
serve as the solicitation document. Interested parties must respond to
the Project Agreement in order to be considered for award of any
resulting contract. Responses to questions or a printed copy of the
