to the synopsis/solicitation 52-PAPT-8-00003 issued in the Commerce
Business Daily on November 7, 1997 is to: (1) clarify the "Objective"
paragraph of the original CBD/solicitation, therefore the "Objective"
paragraph is restated as follows: The PTO Office of Human Resources
(OHR) plans to implement a Human Resources Information System (HRIS)
Commercial Off The Shelf (COTS) product that shall include, at a
minimum, recruitment, time and attendance, performance appraisal
management, training, employee benefits, and payroll functions. The
HRIS must provide desktop access to detailed records and support PTO's
human resources management decision making processes. The HRIS shall
support Internet connectivity as well as an advanced resume scanning
technology. The HRIS shall provide complete control over all aspects of
generating payroll. The intent is that the COTS product proposed will
fully integrate with current federal automated information systems and
also maintain current customer service interfaces. The PTO's status as
a federal agency is currently under review and pending Congressional
direction, which may result in converting to a wholly-owned
corporation, therefore, requiring flexibility in the acquired software
to allow migration to a commercial environment.; (2) to clarify the
first sentence of the "Technical/ Functional Requirements" paragraph of
the original CBD/solicitation, therefore, the first sentence of the
"Technical/Functional Requirements" paragraph is restated as follows:
The PTO desires to acquire a COTS software product that best meets the
following requirements.; (3) to clarify the second sentence in the
"Evaluation" paragraph of the original CDB/solicitation, therefore, the
second sentence of the "Evaluation" paragraph is restated as follows:
"The following factors will be used to evaluate offers: (A) Technical
and Functional Capability; (B) Past Performance/Experience; and (C)
Price. Factor A is more important than Factor B, and together Factors
A and B are significantly more important than Factor C." ; (4) extend
the proposal due date to Tuesday, December 2, 1997 at 2:00 PM Eastern
Standard Time (EST); (5) provide the new Internet address for the
Technical Reference Model, the HRIS Life Cycle Cost spreadsheet, and
the location for the vendor questions and government responses. The

the Department of Commerce Agency-Level Protest Procedures listed at
http://www.uspto.gov/web/offices/ac/comp/proc/protest.htm. All other
