soliciting information for potential sources for Flight Critical
Systems Integrity and Safety. The contract is for research and
development to meet specific objectives in three critical areas that
will provide the enabling technologies to reduce the aircraft accident
rate by a factor of five within 10 years and factor of 10 within 20
years. 1. Aircraft Control in Adverse Conditions: Investigate methods
for the combined and simultaneous assessment of dependability and
performance that quantifies the system s ability to perform to
specification in the presence of faults; Develop databases from
analytical, simulation, and flight investigations on flight critical
systems performance in failure/damage situations. Such databases will
provide the basis for new system designs and for new assessment
techniques and tools; Identify, develop, compare, and validate fault
identification, and system reconfiguration (both hardware and software)
techniques. 2. Flight Critical Systems Design, Verification, and
Certification Methods: Develop methods that will enable the evaluation
and demonstration of required levels of reliability, availability,
performability, integrity, and safety for flight critical/essential
systems; Develop design paradigms that increase the certifiability of
electronic and computing systems for flight critical functions;
Investigate and develop methods and technologies to assure information
integrity and security in the presence of malicious and environmental
threats. 3. Health Monitoring and Diagnostic Systems: Investigate the
integration and validation of existing and future sensing/processing
technologies to better aid in airframe-wide health monitoring; Develop
concepts, methods, and technologies for distributed, smart systems and
onboard diagnostic system architectures; Validate new health monitoring
and diagnostic system concepts in the context of catastrophic failure
prevention and decreased maintenance costs. No solicitation exists;
therefore, do not request a copy of the solicitation. Firms having the
specialized capabilities necessary to meet or exceed the stated
requirements are invited to submit appropriate documentation,
literature, brochures, and references. Responses shall be limited to a
maximum of 5 pages, and should be submitted to NASA, Langley Research
Center, Industry Assistance Office, Attn: Linda P. Fitzgerald, Mail

name and address of firm, (b) size of business: average annual revenue
for past 3 years and number of employees, (c) ownership: Large, Small,
Small Disadvantaged, 8(a), and/or Woman-Owned, (d) number of years in
business, (e) two points of contact: name, title, phone, fax, and
e-mail, (f) DUNS Number (if available), (g) affiliate information:
parent company, joint venture partners, potential teaming partners,
prime contractor (if potential sub) or subcontractors (if potential
prime), (h) a list of customers covering the past 5 years: highlight
relevant work including a summary of work performed, contract number,
contract type, dollar value for each customer reference and customer
point of contact with phone number. Technical questions should be

product. A commercial item is defined in "Note A". This synopsis is for
information and planning purposes and is not to be construed as a
commitment by the Government nor will the Government pay for any
information solicited. Respondents will not be notified of the results
of the evaluation. Respondents deemed fully qualified will be
considered in any resulting solicitation for the requirement. It is
anticipated that a draft solicitation will be issued to industry for
comments. The Government reserves the right to consider a small
business set-aside or 8(a) set-aside based on responses hereto. The SIC
code for this procurement is 8731 and the small business size standard
is 1500 employees. Closing date for responses is 14 days from the date
