DACW43-98-R-0705 1. CONTRACT INFORMATION: Services of a qualified
Architect Engineer (A-E) are sought to assist with all phases of Civil
Works planning functions. Two indefinite delivery type contracts may
be negotiated and awarded, each with a base year not to exceed one year
and two option periods not to exceed one year each. The amount of work
in each contract period will not exceed $750,000. An option period may
be exercised when the contract amount or the contract time for the base
period or preceding option period has been exhausted or nearly
exhausted. Work will be issued by negotiated firm fixed-price task
orders not to exceed the contract amount. The first contract is
anticipated to be awarded by April 1998 and the second within 9 months.
After award, the Contracting Officer will consider the following
factors in deciding which contractor will be selected to negotiate an
order: performance and quality of deliverables, current capacity to
accomplish the order in the required time, uniquely specialized
experience, and the equitable distribution of work among the
contractors. This announcement is open to all businesses regardless of
size. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a subcontracting
plan on that part of the work that it intends to subcontract. The
subcontracting goals for this contract are that a minimum of 40% of the
contractor's intended subcontract amount be placed with small
businesses (SB), 8% be placed with small disadvantaged businesses
(SDB), and 2% placed with woman-owned small businesses (WOSB). The plan
is not required with this submittal. 2. PROJECT INFORMATION: The
primary area of responsibility for this contract is within the
boundaries of the St. Louis District, but areas outside the District
may be required at the Government's discretion and upon agreement with
the Contractor. Services to be provided may include preparation of
technical input for environmental and cultural resource evaluations,
survey reports, feasibility studies, and general design memoranda
pertaining to miscellaneous projects under the jurisdiction of the St.
Louis District generally encompassing the Metropolitan St. Louis area,
eastern Missouri, and southwestern Illinois. Firms considered must have
a full range of planning capability for these types of services. Use of
the metric-system of measurement may be required for some deliverables
under the proposed contract, however, metric system experience is not
a selection criteria and is not required for selection; 3. SELECTION
CRITERIA: The selection criteria, in descending order of importance
(first by major criterion and then by each sub-criterion), are: a)
Specialized experience and technical competence: (1) Feasibility
studies and survey reports; (2) Environmental evaluation studies and
reports; (3) Economic analyses; (4) Cultural evaluation studies and
reports; (5) Imaging and database design; (6) General design memoranda.
b) Professional qualifications: Qualified planners & registered
professional engineers, Biologists, Economists, Archaeologists,
Engineering technicians, Draftsman (CADD), Planning technicians,
Collections managers, Archivists, Physical anthropologists, Historians
and systems analysts. c) Past performance on DoD and other contracts
with respect to quality of work, cost control and compliance with
performance schedules. d. Capacity to accomplish the work in the
required time. (1) Capacity of firm to accomplish work as required to
maintain delivery of a quality product on a timely schedule. (2)
Personnel strength; (3) Current workload; (4) Number of proposed
subcontractors. e. Knowledge of the locality of the project provided
that application of the criterion leaves an appropriate number of
qualified firms. f. Extent of participation of SB, SDB, historically
black colleges and universities, and minority institutions in the
proposed contract team, measured as a percentage of the estimated
effort. g. Volume of DoD contract awards in the last 12 months. Note:
Selection criteria a, b, c, d, and e are primary selection criteria.
Criteria f and g are secondary criteria. 4. SUBMISSION REQUIREMENTS:
Interested firms having capabilities to perform the work which meet the
requirements described in this announcement are invited to submit: (1)
A completed Standard Form 254, Architect-Engineer and Related Services
Questionnaire. (2) A Standard Form 255, Architect-Engineer and Related
Services Questionnaire for Specific Project when requested and, (3)
Any requested supplemental data to the procurement office shown. Firms
having a Standard Form 254 on file with the procurement office show
are not required to register this form. Firms desiring to register for
consideration for future projects administered by the procurement
office (subject to specific requirements for individual projects) are
encouraged to submit, annually, a statement of qualifications and
performance data utilizing Standard Form 254. Firms responding to this
announcement within 30 calendar days from the date of publication and
before the closing date will be considered for selection, subject to
any limitations indicated with respect to size and geographic location
of firm, specialized technical expertise or other requirements listed.
Following an initial evaluation of the qualifications and performance
data submitted, two or more firms considered to be the most highly
qualified to provide the type of services required will be chosen for
negotiation. Selection of firms for negotiation shall be through an
order of preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, as described in paragraph 3, SELECTION CRITERIA: If
an SF 254 is not on file with the Army Corps of Engineers, a current SF
254 should also be included. No other notification to firms under
consideration for this work will be made. This is not a request for
