The Department of the Treasury, Departmental Offices, intends to award a sole-source purchase to Bloomberg LP, 499 Park Avenue, New York, New York 10022, to provide for continuous data services that the Treasury needs for all financial markets including graphs, last-change-open-high-low, spread monitors, as well as intra-day and historical graphs, price/yield calculations, spread and total return analysis, and current and historical yield curves. The required services are through September 30, 1998. The requirement is designated under the authority of 41 U.S.C. 253(c)(1), Only One Responsible Source. Services needed must include complete and comprehensive 24-hour financial market coverage; analytics capabilities and; extensive and comprehensive graphics software. The services must offer on-going training, updated analytics capabilities, a full support staff, and in-house investment experts to provide technical assistance. Services must also provide an understanding of complex developments in the various financial markets; the ability to monitor any anomalies that may occur in the cash, futures, or financial markets and; the ability to monitor and analyze developments in the foreign exchange markets. The requested Financial Information Services must provide extensive and frequently updated historical data for all fixed income and equity markets; quotations from domestic and international equity exchanges; superb financial analytic and graphics software and; windowing capability (i.e., multiple charts per page, programmable).
