This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This ammouncement constitutes the only solicitation; quotes are being requested and a seperate written solicitatiion will not be issued. Solictation number M68479-98-Q-0024 applies. The standard industrial code is 7379, and the business size standard is 500 employees. This requirement is for a fixed price contract for one line item as follows: Line item 0001: VTC cable and conduit installation in bldg. 601, 4th floor in accordance with the following statement of work: 1.0 Introduction / Identification Work is to be accomplished for Marine Forces Reserve (MARFORRES). Marine Forces Reserve 4400 Dauphine Street New Orleans, La 70146 1.1 Mission One of the missions of the Marine Corps is to prepare for wartime expansion which mayrequire the activation of reserve forces when necessary. The Marine Forces Reserve provides trained Marines to augment the Active Duty forces during a time of crisis or need. 1.2 Scope The primary goal of this Statement of Work (SOW) is to provide a secure structured conduit system installation, 1" and 3" EMT conduit, for the Marine Forces Reserve (MARFORRES) Video Teleconferencing (VTC) project areas. This project consists of work spaces in Building 601 at the Herbert Complex, East Bank Facility, specifically rooms 4A409, 4A414, 4B105, 4B120 and 4B129. MARFORRES headquarters is relocating from Building 603 into Building 601 and current occupants will remain in building 603 until scheduled moves occur. Premise structure VTC conduit was not included in the current renovation project for Bldg 601 nor was it previously planned for in the current operational spaces in Bldg 603. 1.3 Background Due to system relocation and cost effective efforts, the Marine Forces Reserve will install 1" and 3" EMT conduit andhardware for a secure capable VTC system. 2.0 Technical Environment The system environment consists of a category five cabling system to the desktop. The focus will be on installing a structured wiring system in conduit, capable of supporting 100MB data transmission and structured wiring capable of supporting secure data transmission with cabling from a centralized location to specified work areas throughout the building. 2.1 Statement of Work Design The contractor shall conduct a final site survey of the work area's to determine specific cable runs and termination points. The contractor shall document the results of the site survey and include drawings (floor plans). The documentation and drawings will include the projected locations for contractor installed cable runs (vertical and horizontal) with applicable pair count and VTC station outlets. Procurement The contractor will procure all equipment/materials required by this task and ensure that these items are delivered to the site. The equipment tobe purchased includes 3" and 1" conduit, termination hardware, communications/electronics cabling. The contractor shall procure sufficient quantities of equipment to meet the number of cable runs and termination's required. Installation The contractor will perform these tasks at the site. The client representative or the designated on-site contact will provide the contractor with the locations of the wire closet and VTC station outlets where the wire and termination equipment is to be installed. An estimate of the number of VTC station outlets will be given. Horizontal Cabling The contractor shall procure and plenum category five cabling. The cable shall be run above the drop ceiling in conduit. Workstations The contractor shall use IMO's with dual category five jacks to terminate the cable at the jacked wall plates. All outlets shall be installed eighteen inches (18") off the floor. Vertical Cabling The contractor shall procure and plenum category five cabling. Testing The contractor will perform testing and certification. Once the installation of cabling and termination hardware has been completed, the contractor shall test and certify the cable runs and termination hardware from end-to-end for data connectivity. The contractor shall provide the results of the test and certification documentation to the Client Representative. Documentation The contractor shall proved as-built documentation upon completion of all installation and testing. The documentation shall provide a brief network overview and detailed description of the cable plant design, including the location of outlets and any distribution frame hardware. The documentation shall include drawings (floor plans) of cable plant and patch panel port assignments tables. The documentation is only necessary for contractor installed cable, equipment and systems specific to the task order. 3.0 Project Approach The contractor will perform the tasks identified in this proposal and will work with the United States Marine Corps (USMC) personnel to meet the goals of this project. The contractor will identify the best technical approach for providing: * VTC cabling and conduit The contractor will provide engineers with expertise in the appropriate networking and information system disciplines. The contractor will coordinate activities based on priorities set by the G-6 Office and will interact with the appropriate G-6 personnel to recommend the best technical solution. The contractors approach should optimize the reuse of related products and services, providing the benefit of contractor experience in related projects. The contractor will involve G-6 Program Office personnel at every step of the process. 4.0 Task Description The contractor will install various hardware and cabling components in Building 601, connecting the conference room areas from 1 floor back to the G-6 or VTC area. Also in Building 601, the contractor will install structured cabling with conduit from the VTC area to the designated workspaces. A complete cabling diagram will beprovided by the contractor. The installed cable system will consider bandwidth requirements to each floor, operational effectiveness, and durability. The termination equipment includes information management outlets to be installed at the workstations and a patch panel to be installed in the G-6 Area. The contractor will provide a end to end cabling system including any cabinets, conduit, cables, connectors face plates, and "as installed" documentation. 4.1 Concurrent Contractors The contractor will be required to perform work alongside other contractors working on the MARFORRES renovation project. 5.0 Level of Effort The following provides the initial estimate for the level of effort (in hours) for the tasks to be performed. Cable Installation Survey 20 Hours 5 Drops Conduit Cable Installation 200 Hours Testing / Documenting 8 Hours This estimate represents our best technical judgment based on the information currently available. Tasks may require more or less time, and the effect on costs are understood. All work will be performed on an hourly time and material basis. Hardware expenses directly charged. 5.1 Initial Cost Estimate None 6.0 Place of Performance The contractor's team will be performing work at the contractors office and at Building 601, 4th, Floor in the Hebert complex 4400 Dauphine Street, New Orleans La. The time spent will be determined by the G-6 VTC coordinator. 7.0 Schedule Work will commence within 5 business days after receipt of Order (ARO). Work will be scheduled and performed along with the MARFORRES renovation project schedule according to completion of individual work sections having their work spaces completed. 8.0 Assumptions * The G-6 Program Office will provide all available documentation and access to appropriate personnel and facilities including other contractors related to this effort. * The G-6 program Office will provide facility support (e.g. lab equipment, desk, chair, telephone) for the contractor, during the work period at USMC facilities. * The contractor will provide a weekly status report to the G-6 Program Office for the duration of this effort. There will be joint meetings with the contractor, G-6 Program Office and related parities to resolve outstanding issues, discuss status of effort and coordination of work performed. 9.0 Points of Contact Major James E.
