Herting, (202) 326-4160 Pension Benefit Guaranty Corporation (PBGC) has a requirement for complete operation and maintenance of the PAS. All defined benefit pension plans covered by Title IV of the Employee Retirement Income Security Act (ERISA) of 1974 are required to pay insurance premiums of PBGC. Plans calculate their premiums in accordance with PBGC instructions, file their forms, and pay their premiums to PBGC by a specified due date. PAS processes the premium filings and payments and calculates interest and penalties when premiums are paid late of underpaid. PBGC is interested in the acquisition of services to include: personnel, facilities, equipment, and materials to operate and maintain PAS. PAS operations include: maintaining a Lockbox to receive premium forms and payments and depositing the payments to PBGC's accounts, imaging documents received and processing data from the forms through Optical Character Recognition into PAS, posting the filings and payment through PAS, corresponding with the plans, maintaining primary and backup facilities for PAS operations and telecommunication access to/from the PBGC facility in Washington, DC, and the ability to make enhancements to the PAS application software. Correction of system errors is an integral part of the requirements. A single award of a contract with fixed price line items is anticipated. The duration of the contract is for one base year plus four option years.
