SYSTEM POC Vivian S. McGhee, (98M01), Source Development Analyst,
912-926-5871. This is not a presolictiation notice pursuant to FAR Part
5, but a Sources Sought Synopsis to identify sources that can trouble
that can troubleshoot, repair and test the ALQ-161 Band 8 Dual Beam
Dual Mode Traveling Wave Tube. The contractor shall be required to
perform major repairs of the Band 8 TWT including removal, manufacture,
installation and test of the TWT vacuum envelope. This will include
both the CW vacuum envelope and magnetic stack and the pulse vacuum
envelope and magnetic stack. A Level III manufacturing data package is
not available to be provided as part of a solicitation. Special
materials, facilities, and tooling equipment that may be required for
repair of the TWT are not available from the Government. A limited
amount of special test equipment is available. The only data available
from the Government is a top assembly drawing, a performance
specification and Acceptance Test Procedures. Firms not previously
identified as sources for repair of these TWTs will only be considered
whena determination can be made prior to a contract being awarded that
the material or services being offered will meet the Government's
requirements. The foregoing requisite is not a prequalification
requirement. The Government requires a determination that TWTs repaired
by the source using the available data will meet the performance
specification and satisfy the needs of the Government. The minimum
requirements to qualify will include, but are not limited to, the
following: (A) Potential sources must be a proven developer, designer
and manufacturer of high power, broadband, airborne pulse and CW TWTs;
(B) Potential sources will be required to demonstrate repair
facilities, methods and processes to cover the most likely failure
modes and their knowledge and skills of TWT failure modes and repair;
(C) Potential sources will be required to perform major repair to
include removal, manufacture, installation and qualification of
replacement action of the CW envelope and magnet stack in two (major
failure) repairable Band-8 TWTs, and removal, manufacturing,
installation and qualification of replacement action of the pulse
envelope and magnet stack in two (major failure) repairable TWTs; (D)
Potential sources will be required to demonstrate that all repaired
TWTs successfully pass a design verification test and limited
qualification test consisting of temperature/altitude and vibration
testing; (E) Potential sources will be required to complete a
"compatibility test" which will demonstrate that the repaired
prototypes perform satisfactory without causing degradation when
installed in the Band-8 transmitter driver unit; (F) Potential sources
will be required to be export control certified. Contractors must
provide a copy of their approved DD Form 2345, Military Critical Data
Agreement, with their response. Certification may be obtained through

this system is not allowed; therefore, foreign sources cannot be
accepted. This survey is for information and planning purposes only and
