665-3784 (Site CodeDACA78) The purpose of this announcement is to
solicit names of construction firms or joint ventures interested in
submitting an offer for this project. Eligible contractors will be
limited to (1) U. S. construction firms (2) joint ventures between U.
S. firms with at least one U. S. construction firm or (3) joint
ventures between U. S. firms and Egyptian firms, including at least one
U. S. construction firm. To be considered a U. S. construction firm,
the firm must perform construction as a significant portion of its
business; must be incorporated and have its corporate headquarters in
the U. S.; must have paid corporate franchise and employment taxes in
the U. S. for a minimum of two years and shall have filed state and
federal income tax declaration for a minimum of two corporate years,
having paid any applicable taxes determined to be due as a result of
such filings; and employ U.S. citizens in key management positions. To
be considered an Egyptian firm, the firm must be a minimum of
fifty-one percent Egyptian ownership, and an independently-owned firm.
Firms which are partially or wholly owned by, or otherwise affiliated
with the Government of Egypt or its agencies are ineligible.
Performance guarantees will be required. The estimated cost of
construction is less than $ 500 thousand dollars. PROJECT SCOPE. The
contractor shall mobilize the necessary personnel, equipment, and
suppliers to provide for the renovations consisting of exterior site
work including asphalt pavement overlays, expansion of Portland Cement
concrete hardstand area, fencing and expansion of the hardstand
lighting system. Portions of the building exterior siding will be
replaced, and all exterior surfaces and metal siding will be repainted.
The interior of the building is to be upgraded to improve life safety
conditions and the overall physical environment. This work will consist
of architectural renovations throughout, completely new bathrooms,
window replacement, replacement of the sliding door, and new lighting
and other electrical system improvements. It is anticipated that the
total performance period will not exceed six months. CONTRACT
PROCEDURES: Both a technical and price proposal will be required. Award
will be made to the responsible proposer whose proposal represents the
best overall value to the Government. The technical evaluation factors
will be categorized into three basic groups: (1) Past performance, (2)
Offerors qualifications, and (3) Offerors Management Plan. PLANS AND
SPECIFICATIONS: The plans and specifications will be available only to
prime construction contractors at no charge. There will be a charge
for interested subcontractors and suppliers. Tentative date for
issuance of RFP is 17 December 1997. Tentative date for receipt of
proposals is 18 February 1998. Tentative construction award date is 4
March 1998. Tentative construction period is 6 months. NOTE:Firms
