Operations Contractor at Kennedy Space Center, intends to solicit
proposals in the first quarter of 1998 for database and application
software development and report generation services for a Personnel
Access Security System (PASS). This system will replace an existing
system and provide additional capabilities, expanded system access via
a network, and an improved user interface. PASS will be a centralized
database repository for all data associated with the requesting,
approval, issuance, and control of security credentials at Kennedy
Space Center. These credentials include permanent and temporary
Identification Badges, Area Permits, and Access Cards used in
conjunction with several existing Access Control Systems. The PASS
Database will contain up to 32,000 records for individuals requiring
regular access to the Center, and up to 90,000 visitor records. Since
the system will be accessed by individuals employed by different
contractors and government agencies, an extensive access
rights/permissions methodology will be required to ensure that access
to sensitive data is only performed by authorized individuals. PASS
will include a commercial, off-the-shelf, digital imaging system used
for badge production. Images of badgeholders and other required badge
data will be retained on PASS. PASS will also interface with existing
Access Control Systems and transmit Controlled Area authorizations and
deletions to these systems. PASS will operate in a client/server
environment residing on a dual redundant DEC Alpha 4100 server
configuration. running Oracle V7.3. for MS Windows NT. Client
workstations will be 486 DX-2 quality or better with 32 MB RAM. In
order to receive a copy of the RFP, requesting firms will be required
to document extensive and valid experience in the development of
similar applications and database generation in an Oracle based client
server environment. Vendors who are interested in receiving an RFP for
this project shall submit information regarding their capabilities and
experiences on projects similar to the one cited in this notice.
