Washington intends to issue RFP DAAB07-98-R-6005 to procure the design,
engineering analysis, prototype manufacturing and documentation in the
fabrication of two (2) 300,000 British Thermal Units per Hour (BTUH)
Heaters. The heaters shall be self-powered; provide re-circulating air
and operate with either diesel or JP-8 fuels. The heaters shall
deliver not less than 300,000 BTUs per Hour of clean air when operated
in the all fresh air mode, with an ambient air temperature of 0
degrees Fahrenheit, at sea level, against an 0.5-inch water gauge (WG)
pressure, using diesel fuel, grade Low Sulfur No. 1-D conforming to
A-A-52557. For this rated output, the temperature at the output duct
connection on the heater shall be between 200 and 225 degrees
Fahrenheit. The heaters shall deliver clean, heated and ventilated air
through sealed detachable flexible ducts; have a protective enclosure;
be trailer mounted for local movement and positioning; and be capable
of withstanding the environmental conditions of arctic use. The
complete heater assembly with accessories stowed for packing shall not
exceed: 42 inches height, 65 inches length and 45 inches width.
Separate duct storage is acceptable and shall not be included as part
of the overall dimensions. Weight shall not exceed 555 pounds,
including the weight of accessories, lubricants and internal fuel
sufficient for one hours of operation. Overall heater efficiency
output/input shall not be less than 80 percent. The noise levels at the
operator's position is defined to be 18 inches from the control panel,
and other personnel occupied area's of the heater( defined to be
anywhere within 1 meter from the perimeter of the heater at locations
other than the operator's position) shall not exceed 85 db(A). It is
anticipated that the RFP will be available on or about 17 December 1997
for downloading from the website, located at
http://acbop.monmouth.army.mil. No hard copies will be provided. The
due date for proposals will be 16 January 1998. Questions should be
