The U.S. Department of Energy (DOE), Federal Energy Technology Center (FETC) announces that IT IS THE INTENT OF THE ABOVE NOTED OFFICE TO AWARD A PURCHASE ORDER TO THE CONTRACTOR; DB Technical Consultants Inc., P.O. Box 301, Bellbrook, OH 45305-0301 for the services listed below. NO SOLICITATION WILL BE ISSUED. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION, WHICH IF TIMELY RECEIVED, SHALL BE CONSIDERED BY THIS AGENCY. The contractor shall provide consultation services to The Defense Automatic Addressing System Center (DAASC) personnel and make recommendations on many different Electronic Commerce/Electronic Data Interchange (EC/EDI) concerns as well as to attend informational meetings and functions deemed appropriate by the DAASC Chief. Activities include: (1) The contractor shall provide individuals to participate and represent the DAASC at the DLMSO Process Review Committee's (PRC) meetings, make recommendations for development, expansion, improvement, maintenance, and administration of the DLMS. (2) The contractor shall review DLMS proposed changes and prepare the DAASC response to the proposed changes. (3) The contractor shall attend EC/EDI meetings as deemed appropriate by the Chief of DAASC. (4) The contractor shall review all approved changes to DLMS 2.0 for application to the DAASC Translators. The contractor shall provide support in reviewing DLMS implementation convention releases and shall create recommendations and identify anomalies associated with these implementation conventions as they relate to DLMS to MILS and MILS to DLMS conversions. The contractor shall provide a weekly action item report, which shall be incorporated into the contractors, monthly status reports. This action item report shall identify action items, detail the resolution of closed action items, and provide status for on going action items. The contractor shall provide meeting minutes and appropriate action item reports for each meeting attended. The action item reports generated from these meetings shall be merged with the monthly status reports and shall be maintained to ensure resolution. The meeting minutes shall contain as a minimum: the title and purpose of the meeting, the attendees, the date and time, and a summarization of the meeting including any problems identified or recommended resolutions. All deliverables are due prior to the delivery date. Delivery dates are predicted based on monthly submissions of status reports and may be adjusted if required. The Project Manager shall evaluate and accept or reject all deliverables in writing within five working days after receipt. The contractor shall make changes pursuant to these comments and return the modified deliverable within five working days after receipt. If no comments are received from the Project Manager within five working days of receipt, the deliverable shall be considered acceptable as delivered. All reports shall be in letter format unless otherwise indicated. BACKGROUND TO BE CONSIDERED BY THE CONTRACTOR: The (DAASC) designs, develops, and implements logistics solutions to improve customers' requisition processing and logistics management processes worldwide. The mission of the DAASC is to receive, edit, and route logistics transactions for the Military Services and Fedeal Agencies and to provide value-added services for standard MILS transactions. Among the value-added services that DAASC provides is the translation from MILS to American National Standards Institute (ANSI) Accredited Standards Committee (ASC) X12. The number of organizations communicating via ANSI ASC X12 or (EC/EDI) is rapidly growing. In order for the DAASC to accommodate this growing number of clients, there iss an increased requirement for the consultation of knowledgeable individuals. These individuals must fully understand the functional aspects of the Defense Logistics Standard System documents and also be knowledgeable of the Automated Information Systems within the DAASC.
