M -- OPERATION AND MAINTENANCE OF FIVE (5) GOVERNMENT-OWNED LOCK AND DAMS BETWEEN RIVER MILES 43.8 AND 200.0 ON THE RED RIVER WATERWAY IN THE STATE OF LOUISIANA SOL DACW66-98-R-0003 DUE 021098 POC Contract Specialist SHELBA Y. STEVENSON (901) 544-3184 (Site Code DACW66) The Memphis District Corps of Engineers will accept proposals to operate and maintain five (5) Government-owned Lock and Dams on the Red River Waterway in the State of Louisiana. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be cancelled and no contract will be awarded. The contractor shall provide all management and technical expertise, planning, supervision, labor, equipment, transportation, materials, replacement parts and supplies required (except those provided by the Government) to inspect, operate, maintain and repair these Government-owned facilities. The contractor shall perform all related administrative services necessary to support his work, such as clerical support, supply, procurement, quality control, etc. The contract period will be for a base year and four option years. TheGovernment may recommend award of a contract resulting from this solicitation to the offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Selection of a prospective contractor will be made by an integrated assessment of all proposals submitted. The integrated assessment will involve a determination by the Government of the overall merit of each offeror's proposal. All offeror's proposals will be comprised of a technical proposal and a cost proposal. The evaluation factors listed in descending order of importance to be used during the evaluation of the technical proposals are: a. Technical Capability, b. Management Capability, and c. Experience/Past Performance. Proposals will be evaluated using these non-cost factors and assigned numerical scores. This evaluation will be accomplished without reference to cost. Cost proposals will be evaluated separately from technical proposals. Cost proposals will not be scored, but will be evaluated for reasonableness by cost/price analysis. Cost proposals will be reviewed for cost realism with respect to proposed technical and management capability. The proposal selected as the most advantageous to the Government will enter the cost comparison with the Government's estimate of its in-house costs for performance of the specified work according to OMB A-76 procedures. Firms responding to this announcement will be sent a Request for Proposal, RFP No. DACW66-98-R-0003. Solicitations will be issued on or about December 12, 1997. This will be an unrestricted procurement. To qualify as a small business concern, the concern must have had average receipts for the preceeding three fiscal years not exceeding $5.0 million.
