R -- PROFESSIONAL ENGINEERING SUPPORT SERVICES SOL N65236-97-R-0376 DUE 123097 POC Kendra Blanks, Code 1113KB, (803) 974-5924/Contracting Officer Joliene Bowers Provide field engineering services in support of the AN/WSN-7/7A Ring Laser Gyro Navigation (RLGN) and Integrated Bridge Systems (IBS), either in U.S. Navy shipboard installations or at shorebased activities worldwide. The services shall include: 1) Marine/Field Engineering Repair Services, involving repair of the AN/WSN-7/7A RLGN and IBS systems; 2) Material Acquisition Support, requiring the furnishing of spare parts, components, PC boards, and other assemblies and material identified in the allowance parts lists for the respective systems; and, 3) Engineering Support Services, involving the: (a) performance of engineering analyses of equipment operation to obtain problem identification or meet test requirements, (b) building of engineering models, (c) performance of environmental tests, (d) development of unique software programs, and AN/WSN-7 software changes to existing programs, (e) development of changes to Provisioning Technical Documentation, (f) development of Engineering Change Proposals (ECPs), (g) performance of Reliability Program Requirements, (h) performance of Maintainability Program Requirements, (i) preparation of Technical Manual changes and reviews, (j) preparation or review of training materials, (k) performance of technical studies and preparation of reports, (l) preparation of engineering drawings, (m) performance of technical evaluations of operating equipment, (n) preparation of support documentation or changes to system support documentation, (o) maintenance of configuration status records, (p) analysis of procurement documents, as well as fleet feedback and audit team reports to identify system and training-related problems, (q) performance of engineering design tasks, (r) testing, inspection, and correction of AN/WSN-7/7A equipment for equipment overhauls, and (s) furnishing of material and services required to evaluate and implement Preplanned Product Improvements (e.g., special studies, surveys, evaluations, and tests to determine feasibility and/or applicability of proposed equipment changes). A Cost-Plus-Fixed-Fee, Indefinite- Delivery, Indefinite-Quantity (IDIQ), service type contract (with task orders), for a base year and four (one-year) option periods, will be awarded. The Standard Industry Code is 8711, and the applicable size standard is 420.0M. This procurement will be issued on a sole source basis to Sperry Marine, Inc., 1070 Seminole Trail, Charlottesville, VA 22901-2891. Sperry Marine has the sole capability of providing the necessary technical expertise for the repair, evaluation, and modification of the required equipment, as well as the development, manufacturing, and subsequent installation of field changes and product improvements. The required services are unique to Sperry Marine, since they are the original equipment manufacturer for the software used in the AN/WSN-7/7A and IBS systems and hold proprietary rights to the majority of hardware and software associated with the subject systems.
