U -- NAVY COMMAND AIRCRAFT CREW TRAINING FOR THE LOCKHEED C-130T AIRCRAFT POC Lisa Mackin at (407) 380-4047 or Larry Grauert at (407) 380-4603 This sources sought synopsis replaces a previous sources sought synopsis that appeared in the CBD on 12 November 1997, Submission No. 141880. This synopsis constitutes market research to determine the extent of commercial training available for potential award under FAR Part 12 and does not constitute a request for proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, supervision and other services necessary for academic, aircrew coordination, and simulator training for the C-130T (Lockheed) aircraft (as configured for U.S. Navy). This program includes both classroom and simulator hands-on training for initial/refresher pilots/engineers. The courses are certified by the Federal Aviation Administration (FAA) and validated by the Navy Aviation Model Manager (through acceptance of course syllabi). Simulatormust be capable of FAA Level A certification (under FAA Circular 120-40B) with C-130T or H configured cockpit. A cockpit procedures trainer (CPT) is required unless the simulator is used for cockpit and procedures training. The flight simulator's cockpit/functions must duplicate the above aircraft and be capable of simulating all NATOPS normal/emergency procedures and each must have, as a minimum, freeze capability, environmental controls and library facilities. Pilot course completion standards/flight tolerances for all procedures and maneuvers in flight simulator training must meet FAA Airline Transportation Pilot/Type Rating Practical Test Standards; however, an actual FAA check flight or student FAA certificate is not a requirement. In addition to the flight simulator, a cockpit familiarization trainer shall be available to students. Simulator instructors and instruction shall utilize Navy checklists for normal and emergency flight. All contractor instructors provided for training services shall, as a minimum, be FAA certified in the subject and aircraft being taught (i.e., Simulator Instructors: Airline Transport Pilot (ATP) or Certified Flight Instructor-Instrument (CFI-I) type rating; Ground School Instructor: Basic and Instrument FAA Ground School, FAA Flight Engineer or ATP/CFI-I FAA rating; FAA exemptions accepted). Contractor will be required to submit for government approval an Approved Training Syllabus (ATS) for each course that meets applicable requirements of the Naval Air Training and Operations Procedures Standardization (NATOPS) for each of the above cited aircraft. The C-130T Pilot Initial Training shall be a maximum of 15 days in length (approximately 112 total hours: 48 hours academic training, 16 hours systems/cockpit trainer/procedures trainer, 32 hours simulator time split between right and left seat, 16 hours simulator brief/debrief time). The C-130T Flight Engineer Initial Training shall be a maximum of 20 days in length (approximately 152 total hours: 64 hours academic training, 40 hours systems/cockpit trainer/procedures trainer, 32 hours simulator time, 16 hours simulator brief/debrief time). The concurrent attended C-130T Pilot and Flight Engineer Refresher Course shall be a maximum of 5 consecutive days in length (approximately 45 total hours: 17.5 hours academic training, 20 hours simulator time, 7.5 hours simulator brief/debrief time). The three week C-130T Flight Engineer Initial Course and four week Pilot Initial Course shall be concurrent during the three weeks of the pilot course. For both the Initial Courses and Refresher Course, pilots and flight engineers shall attend the same simulator sessions to facilitate crew development and coordination. Flight engineers will perform duties during simulator sessions as described in NATOPS and Navy Aircrew Coordination Training (ACT) syllabus. An indefinite delivery type contract is anticipated with a 60-month period of performance (base year and four option years). Organizations possessing a proven capability to provide the above are invited to submit their qualifications. The technical qualifications/capability response shall be limited to 12 pages maximum. Charts depicting capability information will be acceptable. Submit only unclassified information for consideration. Replies to this synopsis should reference the CBD Notice No. and Date, state the company's interest as prime contractor or subcontractor, and indicate if they are a small business, small disadvantaged business or a woman-owned business. Replies must be received within 20 days after date of publication. Responses by telegram, telephone, or responses combining more than one synopsis reference number will not be honored.
