The Federal Aviation Administration (FAA) Western-Pacific Region has a
requirement to construct an ARSR-4 Radar site. The site consist of a
3,071 square foot, two (2) story equipment building, a 50 ft. x 50 ft.
Air Route Surveillance Radar (ARSR-4) tower foundation, four (4) 13
ft. Radio Transmitter (RT) tower foundations, a 2000 gallon above
ground fuel tank, a 3500 gallon septic holding tank, a 2500 gallon
water storage tank, 350KW emergency engine generator, and miscellaneous
site development on Childs Mountain, near Ajo Arizona. The building
will be constructed of poured-in-place concrete and concrete masonry
unit block. Site development shall include, but not limited to; all
site grading, site utilities, site lighting, ~ drainage, sidewalk,
fencing, pavements, and compacted gravel surfacing. Work will also
include the demolition of one existing 75 ft. steel tower including
foundation, one (1) 50 ft. diameter tower foundation, 4 concrete piers,
concrete retain walls, and existing fence line. Construction will
consist of 3 phases. Phase I will be the construction of the tower
foundation, equipment building, and all associated site work. After
Phase I is completed the contractor will demobilize from the site.
During Phase II, the FAA will then accepted the radar and relocate the
existing RCAG equipment into the new equipment building. Once this
work is completed, the contractor will be given the notice to proceed
with Phase III. Phase III will be the demolition of the existing 75
foot tower including foundation and equipment trailers, the 50 ft.
diameter 12 sided concrete foundation, installation of 10 ton air
conditioning unit, site paving, and removal/installation of the
perimeter fence. All work shall be performed in strict accordance with
the project specifications and drawings. The estimated dollar range
for this procurement is between $1 million to $5 million. Standard
Industry Code (SIC) 1542. All interested contractors must respond to on
or before December 11, 1997 and sent to the above address or via

requests will not be accepted. Screen Information Request (SIR) is the
evaluation criteria used by the FAA to evaluate offerors submittals,
screening decisions will be based on the evaluation criteria
established in SIR. The purpose of SIR is to obtain information which
will allow the FAA to identify the offeror which provides the best
value procurement, make a selection decision and award the contract to
conclude the competitive process. Specific evaluation factors include;
(1) Specialized experience of the firm. Firm shall illustrate the scope
of the effort, its complexity, how schedules were implemented and how
objectives were met. (2) Past performance on FAA and other contracts
with respect to cost control, quality of work, and compliance with
performance schedules. (3) Capacity & capability of firm to accomplish
the work. The firm shall submit a complete resume. Firm shall provide
recent experience and technical knowledge of project personnel. Firm
shall provide current workload, total number of on going projects,
their construction value and percentage of completion. (4) Financial
capacity/bonding information. Firm shall provide working capital,
banking and credit references. The SIR must be received at the
designated office no later than December 8, 1997. The FAA will be
conducting a mandatory job walk on December 2, 1997, 11 a.m. The site
is located approximately 100 miles southwest of Phoenix near the town
of Ajo, AZ, approximately 5 miles north of the town of Ajo along
Highway 85 and 6 miles off highway 85. The site is located in the
Cabeza Prieta National Wildlife Refuge. All interested parties should
meet at FWS office (1 mile north of town), 1611 N. Second Ave. Ajo, AZ

Department of Transportation (DOT), Office of Small and Disadvantaged
BusinessUtilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to 1
million per contract. The DOT provides 80 percent guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Programs (STLP), at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
