Sea Systems Command (NAVSEA) intends to contract for a Landing Craft,
Air Cushion (LCAC) Service Life Extension Program (SLEP). NAVSEA will
issue N00024-98-R-2203 to Textron Marine and Land Systems of New
Orleans, LA. The RFP will require GFM management, two Phases of SLEP,
Interim Support Spares/Services, Familiarization Training, and
associated data, and options for refurbishment of machinery train
components. GFM management will require disassembly and storage of 17
LCAC, including removal of above deck modules; and removal, inspection,
repair, and storage preparation of specified components. SLEP Phase I,
C4N upgrade of the Command Module, consists of two parts: part one is
refurbishment of the command module, advance procurement and
installation of C4N electronics suite, testing, and delivery of command
modules and associated kit materials; part two, to be performed in
Norfolk, VA or Camp Pendleton, CA, involves removing the command
module, installing a refurbished command module and associated kit
materials, and completion of a corrosion abatement work package. Phase
II of SLEP will involve construction of a new buoyancy box, scrapping
the old box, systematic disassembly of the craft, refurbishment of
craft modules and components, reassembly on the new buoyancy box,
testing and delivery, as well as a the C4N upgrade of the Command
Module on those craft not already upgraded. Contract pricing will be
solicited for FY98 Phase I and Phase II SLEP requirements, and will
