69 -- REQUEST FOR INFORMATION FOR A C-5 WEAPONS SYSTEM TRAINER PROTOTYPE DISTRIBUTED MISSION TRAINING (DMT) SYSTEM FOR AMC SOL n/a POC Richard Stem, Contracting Officer, (937) 255-7414, ext 417, fax (937) 656-7538 RFI: Distributed Mission Training Operations Validation for Air Mobility Command The USAF anticipates contracting in FY 1998 for a prototype Distributed Mission Training (DMT) system for Air Mobility Command (AMC). The initial simulators to be networked are the two, existing C-5 weapon systems trainers at Dover Air Force Base in Delaware. Following this, the networked simulators are to be connected to two existing, like C-5 simulators at Travis Air Force Base. This will enable AMC to establish DMT operational utility and performance standards required for future DMT participation. HLA compliance is not required for this prototype system. However, the Air Force does anticipate future integrations of all C-5 trainers into the DMT system using HLA standards and object models, as defined by the Air Force's integration contractor. The Air Force desires that integration development required for this prototype be done is a way which minimizes future C-5 DMT integration costs. The results of the Dover/Travis network will be used for DMT mission effectiveness evaluations and training. Specific training tasks of interest include formation flight, brigade airdrop, and formation air refueling. Following successful completion of this prototype activity, AMC plans to systematically link more than 50 legacy and other simulation systems in the DMT network. The Government is interested in securing information from industry for the C-5 to C-5 networked system at Dover AFB and the long-haul network between Dover AFB and Travis AFB on the following topics: 1) Required schedule, to include but not limited to detailed design, hardware acquisition, software design/code/test, hardware and software integration/test, and system validation. 2) Cost estimate to include but not limited to computer software development, hardware development, commercial-off-the-shelf (COTS) hardware, and manhours for integration and implementation of design. 3) An estimate of the total size of new software required (SLOC). 4) Characterize top level technical approach that might be used including identification of any hardware and software in the existing simulator that will or may have to be added/modified/replaced. 5) Characterize overall technical risk including a discussion of any technical "show stoppers" (i.e. is there any technical reason, given today's technology, that makes this task exceedingly difficult or "unsolvable"). This RFI will utilize an electronic bulletin board in an effort to streamline the communication process between the Government and industry and is accessible through the World Wide Web on the Pre-award Information Exchange System (PIXS) at the following Internet address, http://www.pixs.wpafb.af.mil/pixs/pixslibr/DMTAMCC5. The Microsoft Access 7.0 file which resides at the above address describes the physical attributes of the C-5 Weapons System Trainer (WST). An one day industry day will be held on 9 Dec 1997 at Altus AFB to answer questions. Any questions known prior to the 9 Dec industry day should be submitted in writing to the contracting officer as soon as possible, but not later than 4 Dec COB. This will allow time for these questions to be addressed in as much detail as possible during the industry day. Tentatively, the industry day agenda is as follows: a.m. AMC HQ briefing on DMT mission requirements; C-5 technical briefing; tour of simulator; p.m. Address questions.
