SOURCES SOUGHT SYNOPSIS for the acquisition of an embedded training and decision aids capability which is designed into or added onto operational systems and/or legacy and in-progress next-generation training capabilities for effective analysis, training, readiness and education for Air Force and Joint Warfighting Simulation Centers. Also within the scope of this mission are embedded training and decision aids that provide services to operational users in the field. The government is soliciting information from industry regarding current products on the market and experience and ability to develop embedded training and decision aids to meet the following capabilities for Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) hereafter referred to as C2 systems: A method for monitoring and assessing performance; A method of providing feedback to the operator to reinforce and to improve performance; A method of record keeping to allow management of individual and collective training and to identify training deficiencies. A fully functional embedded training system should: Generate target or threat data (or other operational input data peculiar to the system); Feed these data into and through the operational equipment to the system operator(s) or maintainer(s) by means of their normal displays and indicators; Permit the operator(s) or maintainer(s) to perform their normal tasks and duties in response to the simulated inputs; Be HLA or DII-COE compliant or be working towards compliance and be interoperable with the real-world system(s) associated with the training; As a goal allow distributed operation with multiple participants; As a goal operate autonomously requiring little, if any, personnel for management activities; Present the input data so as to realistically depict what would occur in operational use of the system against a real threat, to include the capability for degraded modes of operation; Simultaneously assess and record the performance of the operator(s) and react to that performance as the real threat would, thereby providing realistic feedback on the accuracy and appropriateness of the performance; Provide an appropriate level of performance measurement and recording to allow both individual feedback after a session and semi-permanent records of performance to provide for cumulative or aggregate records (individual, teams or battle groups) over time; and Provide training in accordance with user-specified needs, e.g., employing particular subsets of available systems, training for particular subsets of possible tasks for which those systems are used, meeting any requirements/constraints in the manner in which the systems can be used to produce desired training results. Request that offerors provide any known sources of COTS/GOTS tools for use in facilitating the incorporation of training tools (e.g., help menus, checklists, tutorials, etc.) into software development. Offerors will be required to provide the type of embedded training system (i.e., appended (strap-on), umbilical, or fully-embedded systems) proposed, any possible degradation and/or data integrity risks to an operational system, size, weight, space and power requirements of the embedded training system and identify any safety hazards. The Government is seeking contractors who have experience in developing, modifying or producing embedded training and decision aids for C2 systems. Interested contractors are requested to submit a letter of interest with a statement of their qualifications no later than 30 days after publication of this announcement to ESC/DISK, 5 Eglin St., Hanscom AFB MA 01731-2116: Attention Marian Cameron. Paper and electronic copies are requested; electronic copies shall be in MS Word 6.0 or compatible format. Responses will not exceed 10 pages. Sources are requested to furnish customer information on embedded training contracts to include: (1) Contract number(s), (2) Contract name(s), (3) Contract value(s), (4) Performance period(s), (5) Point(s) of contact, and (6) any brochures you deem appropriate as an attachment to the submittal. Respondents are requested to indicate whether they are large, small, or small disadvantaged businesses, whether they are woman-owned and, whether they are foreign or domestically owned and controlled. This synopsis is for information and planning purposes only and does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the development phase of the acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the program manager and/or the contracting officer which could not be satisfactorily resolved, or issues that require contractor confidentiality.
