(Site Code DAHA24) Provide complete Type "A" (Investigative), "B"
(Design), and "C" (Inspection) Services for Project # JKSE982002,
"Indefinite Quantity/Indefinite Delivery Architect Engineering Contract
for Architectural/Civil/Structural Design Services", Montana Air
National Guard, International Airport, 2800 Airport Avenue B, Great
Falls Montana, and USPFO for Montana, Building 1007, 1 Mitchell Way,
Fort Harrison, Helena, Montana. The work is to provide design services
for various Architectural/Civil/Structural Real Property Maintenance
(RPM) projects. It is the Government's intent to place orders for the
preparation of project books/statements of work for seperate projects.
The successful architect-engineer firm will be ineligible to compete
for the construction contracts for which they have developed the
project books and/or statements of work. The contract shall have one
basic contract year with one 1-year option period. The significant
evaluation criteria in order of precedence are: (1) Professional
Qualificationsnecessary for satisfactory performance of required
services; (2) specialized experience and technical compentence in the
type of work required; (3) capacity to accomplish the work in the
required time; (4) past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) location in the
geographical area of the project and knowledge of the locality of the
project; provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; (6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. The estimated yearly cost range is $5,000.00 to
$300,000.00. The contract shall be firm fixed-price. Architect and
Engineering firms that meet the requirements described in this
anouncement are invited to submit one copy of each of the completed
Standard Forms (SF) 254 and SF 255, to the USPFO, Purchasing &
Contracting Office P.O. Box 1157 Helena, Montana 59624-1157.
Submissions shall be received not later than 23 December 1997 3:00 PM
Mountain Time Zone in order to be considered for selection. If a
current Standard Form 254 has previously been submitted, a letter
stating so should be submitted within the above time frame to insure
consideration; however, a current Standard Form 255 is still required.
