None. This is a cobmined synopsis/solicitation for a commercial service
item prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. The
solicitation number for this announcement is DAAC89-98-T-0001 and is
issued as a Request for Quotation. The solicitation document and
incorporated provisions and clauses are those effect thru FAR 97-1.
This is a firm fixed price contract for services, see numbered Note 1.
Industrial Classification Code 7699. Offeror will submit an offer on
the following: The contractor shall provide all necessary management,
supervision, qualified personnel, labor, materials, repair parts,
petroleum products, batteries, tools, antifreeze, equipment (general
and specialized), safety equipment and apparel required to control,
operate, maintain and repair, Industrial Plant Equipment. GENERAL
MAINTENANCE. Consist of, but are not limited to inspecting, servicing,
adjusting, testing, repairing, modifying, fabricating, replacing,
painting, stenciling and tagging of equipment. SCHEDULED PREVENTIVE
MAINTENANCE SERVICE REQUIREMENTS. The government via Maintenance Work
Order Form shall furnish to the contractor 30 days in advance of actual
work completion due date i.e. daily, monthly, semi annually, annually,
to clean, preserve, drain, change, replenish fuel, filters,
lubricants, cooling agents, batter fluids, hydraulic fluids, compressed
air supply, change oil, oil filter, fuel filters, compressor oil,
lubricate, inspect and clean/replace air intake filters as required.
Top off coolant levels, inspect all hoses, belts, pulleys gears,
tolerances, function test, adjust as required, test coolant freeze
protection. Tag radiataor with date tested and level of freeze
protection. Minimum level shall be 44'. Change coolant if
contaiminated, check all fluid levels. Compressor shall be inspected,
tested, marked and tagged in conjunction with annual service. All
equipment shall be function tested and adjusted to manufactures
specification. Report all deficiencies. Maintenance frequencies are
subject to change. Contractor shall be required to maintain the
specific end item of equipment listed in the contract only. Contractor
maintenance does not include any repairs to building electrical or
plumbing other than the connection to the source i.e., electrical panel
or plumbing connection point to the building, work site or facility.
BREAKDOWN REPAIR MAINTENANCE. Is the correction of deficiencies that
occur between scheduled services or during PM services, or at the
request of the government, to the extent necessary to maintain equiment
in a safe operable condition. It is generally limited to correction of
specific items reported as deficient and a task order shall be
furnished to the contractor by the government when required. Upon
notice of a deficiency the contractor will have a maximum of two work
days to provide the government with a cost estimate and amount of time
necessary to make the repair. The government shall have up to 30 work
days to evaluate the estimate and issue a task order, if necessary, to
accompliish the repair. The contractor will only be reimbursed for
invoiced material costs only. All other cost associated with
repair/breakdown shall be included in the preventative monthly
amount.EMERGENCY SERVICE. Verbal request for work required to correct
any condition which is detrimental to the overall depot mission and, if
not accomplished imediately, would result in a major breakdown of the
mission. The contractor shall have a maximum of 4 hours to respond from
time of notification to be on site. 4 additional hours to furnish the
government verbal estimate. Only the Contracting Officer shall have the
authority to authorize the contractor to proceed with repairs during an
emergency trouble call situation. Contractor shall dispose of used POL,
antifreeze solid waste/hazardous waste or spill salvaged from equipment
being maintained in accordance with Utah Department of Environmental
Regulations, EPA 40 CFR and DOT 49 CFR requirements. All documentation
manifests or disposal documents sahll include a copy furnished to the
contracting officer. The contractor shall comply with all applicable
Federal STate, and local regulations concerning environmental pollution
abatement and control. Contractor personnel shall be subject to
compliance in obtaining all necessary documentation and training to
obtain entry to restricted chemcial and conventional ammunition work
sites in performance of this contract, at the expense of the
contractor. The government does not have any of the manuals for
equipmenmt listed nor history of repairs. Normal working hours are
Monday thru Thursday, except Federal Holidays, 0630 thru 1700 hours.
The government reserves the right to add or delete equipment as
necessary to meet mission requirements. Equipment is located at Tooele
Army Depot and Deseret Chemical Depot, Tooele, Utah. Specific building
and locations will be provided to the sucessful bidder at time of
award. Contractor shall perform a thorough visual and physical
inspection of all equipment with emphasis to those components subject
to wear, damage, or maladjustment to ensure that the equipment is in a
safe and operable condition. EQUIPMENT LIST. 21 each 1997 generator

unit 5cfm, (quarterly, annually); 2 each 1975 compressor elec spenc,
(quarterly, annually). CLIN 0001, 12 months (base year, 1st year
option, 2ndyear option and 3rd year option), To provide services
identified above. CLIN 0002 will have a ceiling price of a NTE: $22,000
per year (base and option years same), for material cost only for
repair parts only authorized by individual task orders issued. The
ensuring contract shall be for a base period of one year with three
optional years. This solicitation document and incorporated provisions
