The FISC Norfolk Detachment Philadelphia intends to acquire engineering and technical on behalf of the Naval Sea Logistics Center (NAVSEALOGCEN) Mechanicsburg, PA. This proposed procurement is for a period beginning 16 July 1998, with four one year options. The total estimated level of effort, inclusive of options is 1,179,000 hours. The required services are logistics, engineering and technical services in support of the removal, installation, preparation, fabrication, modification, relocation, installation and/or maintenance of Department of Defense and other Government Agencies Technical Equipment at various shore based activities, training sites, laboratories, ships and remote locations in Continental United States (CONUS) and out of CONUS. Offerors will be required to submit their proposals in two separate parts -- Part I -- Technical proposal and Part II -- Price. The technical proposal shall include information in sufficient detail to clearly identify the offerors overall qualifications and consist of the technical evaluation factors of Technical Approach, Past Performance, Corporate Experience, Management Approach, and Personnel resources. The award made resulting from this solicitation will be made to the eligible, responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, cost/price and other factors considered.
