is a 100% competitive set-aside procurement under the Small Business
Administration 8(a) program. SIC Code 8711 applies. This contract
requires approximately 133 person-years of nonpersonal engineering and
network support services for the Turner Fairbank Highway Research
Center (TFHRC) for a period of 7 years. This contract is to provide
nonpersonal engineering and network support for the research activities
of the Federal Highway Administration, Office of Research and
Development at the TFHRC, McLean, VA. This work involves, as a minimum,
the following: 1.Review Existing Operation to include, as a minimum,
the following activities: Review all existing support service
activities to become familiar with the day-to-day operation. This will
include a series of meetings with the COTR and each of the "clients"
currently being supported. A complete review of all existing "Support
Service Request". 2.Highway Engineering and Programming Support
Services to include, as a minimum, the following activities: A. Road
surface studies including the development, enhancement, and training of
Road Surface Analyzer (ROSAN) and PRORUT2. B. Accelerated Loading
Facility (ALF) support including ASYST programming, data acquisition,
and data analyses. C. Long-Term Pavement Performance (LTPP) support
including database updating and maintenance, LTPP Sampler program, and
quality control check of construction data. D. Highway Safety
Information System (HSIS) support including server support, database
maintenance, data extraction, and data analyses. E. Interactive Highway
Safety Design Model (IHSDM) support including conceptual design, model
development, programming, integration, and testing. F. Vehicle
dynamics simulation team support including the generation of FEMs and
analysis using DYNA3D. G. Geometric and roadside design team support
including the collection and analysis of data from HSIS, FARS, NASS,
POLK, and individual State databases. H. Geographic Information System
(GIS) support in areas of safety analysis, bridge inventory, and
pavement management. I. Accounting and Budgeting System (ABS) support
including system maintenance, user training and support, software
enhancement, server support, and security control. J. Correspondence
Control System (CCS) support including system maintenance, user
training and support, software enhancement, server support, and
security control. K. Special Product Evaluation List (SPEL) support
including system maintenance and reporting, database update, user
support, and conversion support. L. Aerodynamic laboratory support
including experiment design, data collection and reduction, data
analyses, and archiving. 3. Network Support Services to include, as a
minimum, the following activities to support the FHWA standard network
operating environment: A. Multi-platform LAN operations and management
for TFHRC. B. Testing, evaluation, and installation of new network
equipment and software. C. Help desk operation. D. Network security and
configuration management services. E. WAN integration/interconnection
