The Bureau of Reclamation, Grand Coulee Power Office, Grand Coulee WA, has a requirement for filling eight drumgates with EPS retardant foam as well as building galleries into these drumgates. The principal components of the work to be performed under these specifications include the following: The Contractor will fill eight drumgates with fire retardant EPS foam at Grand Coulee Dam, Grand Coulee Power Office, Grand Coulee Washington. Each drumgate is hollow and shaped, in cross section, somewhat like the quadrant of a circle with a 26 foot radius. Each gate is 135 feet long and requires approximately 64,000 cubic feet of empty space to be filled with foam. The foam shall be supplied in rigid shapes of nominal dimensions of eleven inches by ten feet long. The work includes the fabrication and installation of steel framing for an inspection gallery internal to each gate for the full length of the gate. Access to the inside of the gate is through two manholes, one at each end of the gate. Work inside thegate will be considered a confined space and adequate ventilation will be required to be provided by the contractor. The schedule for the work is dependent on the flood control requirements for Grand Coulee and therefore cannot be specifically identified at this time. However, it is expected that at least an eight week work window will be made available on or about March 1, 1998. This window could shift to later in the year or expand depending on the flood control and refill requirements for Grand Coulee Dam. It is expected that multiple shifts and additional years will be required to complete the work. The contractor will be required to supply all materials, tools, equipment, labor and supervision and perform the work listed in the specifications. Telephone requests for this solicitation will not be accepted. At this time, we anticipate, issuing the solicitation as well as all drawings via electronic media and do not expect to charge for this package. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether small, large, minority-owned and/or women-owned. For this acquisition the small business size standard is $13.5 million and standard industrial classification code is 1629. This is not a small business set-aside -- this will be full and open competition. See numbered Note 26. (0328)
