synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Items to be
procured: DESCRIPTION: A TWO AXIS ULTRA PRECISION FINISH CNC CONTOURING
LATHE FOR USE WITH A SINGLE POINT DIAMOND, CBN, OR CARBIDE TOOLS TO
ACHIEVE OPTICAL QUALITY FINISHES AND DIMENENSIONS ON METAL AND PLASTIC
WORKPIECES UP TO 250mm DIAMETER. SLIDE TRAVELS MUST BE AT LEAST 350mm
"X" AND 250mm "Z". TAYLOR HOBSON INC. PNEUMO MACHINE SYSTEMS MODEL
NANOFORM 250 CNC LATHE OR EQUAL. CNC lathe must not exceed 4200mm long,
1700mm deep and 2000mm high. This machine is to be wired for 230 VAC 60
HZ single phase power. It is also required to have a Laser DMI position
feedback system with at least1.25nm resolution. The spindle is to be
bi-directional air bearing with a speed range of 200-5000 rpm. A 200mm
diameter vacuum chuck capable of holding work pieces or fixtures
between 50-200mm diameter with tapped holes on the periphery of the
chuck for dynamic balancing. A full upper machine enclosure to contain
spray mist and coolant splash within the machining area, and serve as
an operator safety enclosure. This enclosure is to have a stand alone
temperature control unit which couples them together to significantly
improve temperature control within the machining area to minimize the
effects of variations in the ambient room temperature. Also required
is a tooling sub-plate with micro height adjustable tool holder and air
operated vacuum venturi system chip extractor tube assembly able to
mount to a single tool holder. The tooling sub-plate is to have
"t-slots" to allow flexible positioning of up to three individual tool
holders. The tool and part are to be cooled by at least three
individually controlledspray mist nozzles (via "M" commands). A
refrigerant air dryer with a 30 gallon air reserve tank and 0.3um solid
particle filter that also removes water from the air supply down to
10degree C pressure dew point. Two sets of operating and maintenance
manuals, recommended spare parts list, machine parts list, electrical
and electronics schematics are to be provided. A service engineer will
travel to Lewis to install the machine and provide operator training
for up to four people. Price to include all of the above plus,
shipping, handling and import duties. If other than the brand name
identified is quoted, then the offeror shall indicate the manufacturer,
brand, and model number quoted and provide a description in sufficient
detail to show that the product quoted meets the specifications and
brand name identified in this notice. Delivery is to Cleveland, Ohio
44135. Delivery is required within seven months after contract award.
The provisions and clauses in the RFQ are those in effect through FAC
97-01. The SIC code and the small business size standard for this
procurement are 3541 and 500 employees, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to LeRC is required within
7 months ARO. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9 Quotations for the items(s) described above
may be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified

APPLICABLE] Questions regarding this acquisition must be submitted in
writing no later than January 23, 1998. Quotations are due by 4:30 PM
to the address specified above and to the attention of the Bid
Depository. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
