a Request for Offer (RFO) for a real-time data acquisition system. This
system will hereafter be referred to as the Real-time Data Acquisition
System (RTDAS). A miniaturized and avionics-qualified multichannel
data acquisition system is required for the NASA Space Flight Test
Vehicle for the X-38 Crew Return Vehicle Project. The RTDAS shall
interface with various analog & digital sensors and function as a stand
alone, real time data feedback system streaming pulse code modulated
(PCM) data to a VME (Versa Module Europe) based master/servo controller
system. The PCM data steam shall be decommutated and stored in a
current value buffer by the master controller. The RTDAS shall be
designed to provide a typical 50 Hz sampling rate per channel for a
minimal system configuration of 120 input channels. The RTDAS will
consist of multiple units (no less than 4 and no more than 8), each of
which has identical hardware configuration. The RTDAS system
architecture shall be comprised of a main frame or main section to
provide system overhead functionality like DC power conversion, high
speed serial communication interface, system control, PCM data
encoding, and transmission. A specified set of digital and analog input
conditioning and acquisition modules shall be offered to fill the main
frame interface slots or interconnect with the main section to allow
custom user configurability. The system operation shall be based upon
a firmware controller that is preconfigured via the serial interface
and setup software resident in a personal computer (PC) once the system
configuration is downloaded. The RTDAS shall function as configured in
a stand-alone mode with no interconnection to the PC. All
configuration formats shall reside in non-volatile memory and any
changes will require reconfiguration via the PC setup system. Once
configured, the firmware controller controls the signal conditioning
parameters of each input module, controls sample and transmission rate,
and synchronizes data sample for phase coherence. If the RTDAS is
configured with a memory module, the controller shall control data
sample storage into the memory module. The controller shall encode
acquired data into PCM. Data shall be transmitted using IRIG-106-93 or
later pulse code modulation protocols. Bi-Phase-L and
Non-Return-Zero-L (NRZ-L) data transmission protocols shall be
supported. Minimum channel capacity of the complete system shall be as
follows: 192 High-level single-ended input channels 144 Low-level
differential input channels with sensor excitation 48 Bridge Completion
circuits for single active element strain gages 48 Circuits for
Resistance Temperature Detectors 180 Thermocouple channels 288 Digital
inputs (TTL) 32 RS-422 serial inputs The Government intends to acquire
a commercial item using FAR Part 12. The SIC Code and Size Standard are
3829 and 500 employees, respectively. The DPAS Rating for this
procurement is DO-C9E. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-01. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
12/15/97 with an anticipated offer due date of on or about 01/10/97. An
