synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Offer (RFO) for space flight solar array panels that will
provide primary power for the STRV-1C/D spacecraft. Contractors
experienced with the fabrication and testing of space-qualified solar
array panels are encouraged to respond. Four individual subpanels shall
be required. The substrate panels, upon which the photovoltaic cells
will be mounted, shall be provided by the Government. Each panel shall
be nominally 220 mm x 625 mm. The space-qualified photovoltaic cells,
cell interconnects,cell-laydown to the panels,panel wiring, submission
of engineering drawings and the thermal-cycling qualification
engineering test panels (or required documentation) shall be included
in the offer. The substrate panels are 6 mm thick aluminum honeycomb
with an aluminum facesheet, covered with Kapton. The cell laydown
configuration shall not interfere with the bolt hole patterns on the
substrate panels. The engineering drawing detailing usable laydown area

a copy will be faxed). Each subpanel shall provide as much power as
possible given the physical limitations and electrical performance of
the solar cell used. However, the minimum power of each subpanel shall
not be less than 22W, beginning of life, at 25C at 28VDC. The
photovoltaic devices shall be gallium arsenide, gallium
arsenide-on-germanium, or gallium arsenide-based multijunction cells.
Each cell shall have a nominal coverglass thickness of 500 microns. The
cells shall be wired to provide a 28VDC bus voltage to the spacecraft.
Strings shall be run along the 625mm length of the subpanels to
maximize power to the spacecraft. The purpose of the STRV spacecraft is
to provide a high-radiation space environment for a variety of
experiments. The spacecraft will maintain a geo-transfer orbit. The
current of each solar array flight subpanel will be monitored at 28
volts to provide performance data for these panels within this
environment. The Contactor shall provide electrical performance data of
the flight panels delivered. Otherwise, no environmental testing of the
flight panels is required in this offer. Thermal-vacuum and vibration
acceptance testing of the panels shall be provided by the Government.
Contractors shall provide documentation that demonstrates experience
and qualification testing for the exact cell/panel configuration being
proposed. Contractors that cannot provide this documentation shall be
required to provide engineering panels for thermal-cycling
qualification testing. The engineering panel (substrate provided by the
Government) shall consist of 1 to 2 strings of 5 to 6 cells each.
Proposals providing for only 1,2,or 3 or the flight subpanels described
above shall be considered. The provisions and clauses in the RFO are
those in effect through FAC 97-01. The SIC code and the small business
size standard for this procurement are 3674 and 500 employees
respectively. The offeror shall state in their offer their size status
for this procurement. All qualified responsible business sources may
submit an offer which shall be considered by the agency. Delivery to
Lewis Research Center is required within 180 days ofter Contract award.
Delivery of the thermal-cycling testing engineering panels or
supporting documentation shall be within 60 days of Contract award.
Delivery shall be FOB Destination. The DPAS rating for this procurement
is DO-C9. Offers for the items(s) described above may be mailed to the
identified point of contact at the address specified above by the
date/time specified above and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Offerors
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

offer. Offerors shall provide the information required by FAR 52.212-1.
If the end product(s) offered is other than domestic end product(s) as
defined in the clause entitled "Buy American Act -- Supplies," the
offeror shall so state and shall list the country of origin. FAR
52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows:
52.245-2 Government Property (Fixed Priced Contracts) and 1852.245-76
List of government Furnished Property (Four each subpanels costing
$1,500 ea. shall be furnished to the Contractor within 120 days after
Contract award. The engineering panel (substrate provided by the
Government) costs $300 and shall be furnished to the Contractor within
30 days after Contract award. FAR 52.212-5 is applicable and the
following identified clauses are incorporated by reference: 52.203-6,
Restriction to Subcontractor Sales to the Government, with Alternate I;
52.303-10, Price or Fee Adjustment for Illigal or Improper Activity;
52.219-8, Utilization of Small Business Concerns and Small
Disadvantaged Business Concerns: 52.219-14, Limitation on
Subcontracting; 52.222-26, Equal Opportunity; 52.222-35, Affirmative
Action for Special Disabled and Vietnam Era Veterans;52.222-36,
Affirmative Action for handicapped Workers; 52.222-37, Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam Era;
52.225-18, European Union Sanction for End Products; Questions
regarding this acquisition must be submitted in writing no later than
10 days after this synopsis is posted. Offers are due by close of
business at 4:30pm on December 11,1997 to the identified point of
contact, marked with this solicitation number. Selection and award will
be in accordance with FAR 52.212-2 with the following value
characteristics: 1.Highest power level available at lowest cost; 2.
Past performance in providing space qualified solar arrays;
3.Incorporation of newer solar cell/array technology. Technical
acceptability will be determined by information submitted by the
offeror providing a description in sufficient detail to show that the
product offered meets the Government's requirement. Offerors must
include completed copies of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items with their
offer. These may be obtained via the internet at URL:

representations and certifications will be incorporated by reference in
