Miles (301)227-1159 The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate, on a competitive basis for a five year indefinite delivery, indefinite quantity cost plus fixed fee (completion) contract for engineering, technical, scientific, programmatic and logistic support services in the multi-disciplinary areas related to U.S. Navy environmental compliance and pollution prevention, afloat and ashore. Specifically support shall be provided in the areas of solid waste management systems, oil and oily waste management systems, sewage and graywater treatment systems, thermal destruction systems plasma arc systems, and in-service engineering. Support necessary could include research and development; acquisition; design, fabrication and evaluation of test articles, prototypes and engineering development models; support of enviornmental equipment in the lab and in the field; development of hardware and software that controls the environmental equipment; training of ships personnel in the operation andmaintenance of new environmental equipment; and general support in the areas of photographic, preparation of documentation and presentation materials, and assessments of new technologies. The period of performance shall be for five years with an estimated total man-hours of 698,750. Definitive tasks will be issued on individual delivery orders. It is anticipated that the major effort to be performed will be accomplished at the Contractor's facility. The Government intends to make a direct award to a single, responsible offeror whose proposal is deemed to represent the best value to the Government considering technical, past performance, and cost considerations.
