C -- LAND SURVEYING SERVICES SOL 1448-20181-97-R001 POC Dolores Bello, Contract Specialist, 505-248-6628 The U. S. Fish & Wildlife Service, Region 2, seeks the services of qualified A-E firms to perform various land surveys in the States of Arizona, New Mexico, Oklahoma, & Texas. Two indefinite delivery/indefinite quantity contracts will be negotiated & awarded for Arizona, New Mexico, & Oklahoma. For the State of Texas, two contracts per area will be negotiated & awarded. The Texas areas are described as follows: AREA ONE lies east of Interstate hwy. 35 from the Red River to Dallas & east of Interstate hwy. 45 from Dallas to Galveston, Texas. AREA TWO lies west of the west line of area one to Houston, Texas, & north to Interstate hwy. 10 to El Paso, Texas. AREA THREE lies south of Interstate hwy. 10 from El Paso, Texas, to Houston, Texas, & southwest of Interstate hwy. 45 from Houston, Texas, to Galveston, Texas. The contracts will be for a one-year period, w/four one-year options to renew. The approximate contract starting date will be February/March, 1998. Work (delivery) orders will consist of individually negotiated delivery orders based on the Contracting Officer's determination of the special qualifications of the firm, the nature of the work involved in the delivery order, the immediacy of the work & the availability of the firm. Equal distribution of the work will not be a consideration. There is no estimated value for the contracts; there is no guaranteed minimum. PROJECT INFORMATION: The work shall be done under a licensed land surveyor authorized to practice in the State appropriate to the project work. Land surveying is defined as, but not limited to, location & relocation of boundaries, construction of maps, the determination of positions, elevations, areas, volumes, & lines. Types of survey may include horizontal & vertical control, cross sections, & property boundary. Orders may include topographic surveying & mapping & boundary surveying delivered as digital databases. Total station three-dimensional data collection techniques will be required, including break line technology (TIN/DTM compilation); & locating & verifying both above & below ground utility systems. Global Positioning System (GPS) surveying is required utilizing static, fast static & kinetic procedure to obtain three-dimensional coordinate values. Projects may involve locating above ground utilities using all available means (e.g. frequency locators), National Maps Accuracy Standards or control survey standards. EVALUATION CRITERIA in relative order of importance are: (1) Professional qualifications necessary for satisfactory performance of required services or (b) recent specialized experience & technical competence of the firm (including consultants) in ((1)) boundary surveying & courthouse research, ((2)) GIS & Computer Aided Drafting & Design (CADD) & ability to produce CADD deliverables fully compatible w/Autodesk (AutoCADD 12) or later. ((3)) topographic surveying & mapping, ((4)) utilization of latest technology which improves efficiency of effort, e.g., electronic surveying instruments, & ((5)) locating above & below ground utilities. (2) Specialized experience & technical competence in the type of work required or (b) professional qualifications and specialized experience in providing services similar to those listed above of the proposed team members in the following disciplines: land surveying (licensed); survey party chief; and CADD specialist. (3) Capacity to accomplish the work in the required time, including adequate equipment and ability to provide two or more survey teams at a time. (4) Past performance in terms of cost control, quality of work, and compliance with performance schedules. (5) Location in the general geographical area and knowledge of the locality, provided that application of this criteria leaves an appropriate number of qualified firms given the nature and size of the project. (6) Knowledge of the local conditions, such as topographic features, climatic conditions, local laws and regulations. (7) Acceptability under other appropriate evaluation criteria. SUBMISSION REQUIREMENTS: Qualified firms desiring consideration shall submit current SF 254 and SF255 (11-92 edition) including organization chart of key personnel to be assigned to this project by January 6, 1998, to the above address.
