services to prepare preliminary drawings, working drawings,
specifications, cost estimates, and construction period services for
the removal and the replacement of several parking areas on the grounds
of the VA Medical Center, North Chicago, Illinois. A/E services to
include: preliminary plans, three copies for review, to be submitted
twenty (20) days after receipt of notice to proceed, 100% working
drawings and specifications, three (3) copies for review due twenty
(20) days after the return of the preliminary plans (reviewed drawings
& specifications will be returned within 10 days). Contract documents
(final revised working drawings & specifications) due twenty (20) days
after return of 100% submission. This will include a reproducible mylar
copy of the drawings, thirty-five (35) copies of the drawings, three
(3) copies of the specifications. Three (3) copies of a detailed cost
estimate shall be provided with the contract documents. Estimated
construction cost is between $100,000 and $250,000. The area of
consideration is restricted to 75 miles of the VA Medical Center, North
Chicago, Illinois. Submit two (2) copies each of SF 254 and SF 255 with
appropriate data. Selection criteria will be based on: (1) Past
performance on similar projects, maintaining project schedules and
project budgets; (2) Overall design experience and capability with
architectural and civil projects; (3) Qualifications of staff to be
assigned, with special emphasis on field personnel to be utilized; (4)
Cost control effectiveness; and (5) Ability of A/E to produce
specifications on a 3.5 disk for Microsoft Word format release 7.0.,
ability to produce drawings on a CAD system fully compatible with Auto
CAD Release 13 format on 3.5 disk. Ability to produce hard copies of
cost estimates. Review and approve all submittals. Provide two (2) job
inspections (other than final inspection) as requested by the
Contracting Officer's Technical Representative. Conduct a final
inspection and deliver a report within 10 days. Project Manager is Mike
