COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 28,1997 PSA#1981DIGITAL MODULAR RADIO -- NOTICE OF DRAFT RFP AND ADVISORY MULTI-STEP
PROCESS The Space and Naval Warfare Systems Command, Joint Maritime
Communications Strategy (JMCOMS) Program Office, PMW 176, 4301 Pacific
Highway, San Diego, CA 92110-3127 (the office and address identified
above are incorrect), intends to solicit for an award one Indefinite
Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract,
and is seeking potential sources to supply the Navy with
non-developmental equipment for an open-architecture, modular, software
reconfigurable/programmable, and scaleable full-duplex Digital Modular
Radio (DMR) with power amplifiers. The DMR shall perform simultaneous
multi-channel ( 4+ RF channels preferred), multi-band operations
within a single 19" standard size Navy chassis. The intent of the DMR
is to be operable with all legacy systems in the defined frequency
ranges, support communications security requirements, provide
analog/digital interfaces, operate from a single point of control, be
easily maintainable, have low life-cycle costs, and have growth
capabilities to meet future needs through software upgrades. The
baseline DMR will consist of an Ultra High Frequency (UHF) Satellite
Communications (SATCOM)/Line-of-Sight (LOS) IAW MIL-STD 188 series
documents and will also have Single Channel Ground and Airborne System
(SINCGARS) capability. The anticipated release date for the official
RFP is January 1998 with contract award in July 1998. The contractor
will have six months from contract award to provide three initial test
units and 12 months from contract award to provide an additional 17
baseline service test models (STM). This CBD announcement (Part 1) is
to invite potential offerors to submit information that allows the
government to evaluate and advise the respondents about their potential
to be viable competitors IAW FAR 15.202 (i.e. Advisory Multi-Step
Process)(FAC 97-02). Part 2 to this announcement asks industry to
comment on the draft RFP package that is located on the Web at
http://bbs.spawar.navy.mil under the draft directory of the procurement
files menuitem. Part 1: Advisory Multi-Step Process (FAR 15.202)
Potential offerors are invited to provide to the government a twenty
(20) page limit (total) response to this part of the CBD announcement
in the following categories: 1) Current NDI Products relevant to this
solicitation -- Provide information on the availability of your current
NDI products and the extent of any modifications required to meet the
requirements relevant to the forthcoming solicitation. 2) Baseline
Requirements -- Demonstrate your ability to provide the above desired
waveforms using NDI products and discuss the risk to accomplish the
baseline requirements and how these risks will be overcome. 3) DMR
Schedule -- Provide an executive type schedule that portrays the
efforts planned in order to deliver the DMRs IAW with the schedule
noted above. 4) Price of Delivered baseline DMR -- Provide an estimated
price of a baseline DMR using an initial quantity of 20 units. Each of
the first three (3) categories will be evaluated (equal importance)
based on the following: Exceptional -- The potential offeror's
information submitted meets or exceeds all of the requirements of the
Part 1 evaluation categories with no significant exceptions and little
or no risk. Placement in this category should be accomplished by
identification of specific advantages to the government. The
information provided displays the highest level of innovation,
technical competence and minimal technical risk. Acceptable -- The
potential offeror's information submitted generally meets most of the
requirements of the Part 1 evaluation categories. The information
submitted directly addresses the above criteria, but a certain element
of risk is evident. Unacceptable -- The potential offeror's
information submitted does not meet the Part 1 evaluation requirements.
Potential offerors who receive a score of at least "acceptable" in each
of the Part 1 evaluation categories will receive letters stating that
they are expected to be viable contenders in the forthcoming
competition. All others will receive letters stating that they are not
viable contenders. Nothing submitted in response to this synopsis will
be used for evaluation purposes once the final RFP is released.
Proposed prices can change dramatically during the course of a
competition. Therefore, estimated prices will not be evaluated as part
of the viability decision. However, we will so notify potential
offerors whose prices appear exceedingly high or unrealistically low.
Part 2. Draft RFP Industry Review Request Industry is invited to
provide comments (20 page limit) on the draft DMR RFP Package located
on the Web. The government intends to review the industry comments and
issue an official RFP for the DMR and power amplifier in early January
1998. The Standard Industrial Classification (SIC) code is 3669. This
is not an RFP, a promise to issue an RFP, nor will the government pay
for any information received in response to this synopsis.
Acknowledgment of receipt will not be made nor will telephone inquires
be honored. Responses to Part 1 must be received by 1600 EST on 11
December 1997 in writing and delivered to the following address:
