WELFARE TO WORK EVALUATION The following is a Request for Comment (RFC). The Department of Health and Human Services has a requirement to perform an evaluation of the Welfare to Work Program. This synopsis is for information and planning purposes only and does not constitute a Request for Proposals. To effectively proceed with this effort, Private Sector Comment is solicited on this draft Statement of Work (SOW). The purpose of the RFC is to afford the private sector an opportunity to comment on the evaluation design of the Welfare to Work programs and reflects an effort to seek wide input and consensus on the final evaluation design. It is also provides an opportunity for comment to determine feasibility, identify potential problem areas, and receive alternative recommendations in order to enhance the success of the solicitation. HHS believes private sector feedback is important, and is receptive to all ideas which would result in limiting potential technical and contractual problem areas. The private sector should view any comments provided as an opportunity to improve an eventual solicitation package. Comments, whether supportive or critical, are earnestly solicited, however, replies are not mandatory. Replies will be separate from, and have no bearing on, subsequent source selection evaluation of competitors proposals submitted in response to any Request for Proposals. Comments received from the private sector may or may not be used to complete a final Statement of Work and associated solicitation documents. The availability of any subsequent solicitation will be synopsized prior to release. Eligibility to participate in any future acquisition does not depend on a response to this notice. Comments will not be critiqued and the RFC should not be used to market your services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with this initiative. Proprietary information is not being solicited and information considered proprietary should be identified as such. The draftSOW is currently available on the HHS web site at www.os.dhhs.gov/progorg/oam/contrct. HHS will convene a half-day meeting on Tuesday, December 16, 1997 to further discuss the Welfare to Work evaluation design. The location of the meeting is the Hubert H. Humphrey Bldg., 200 Independence Ave., SW, Room 800, Washington, DC. The meeting will be from 9:00 a.m. to 11:30 a.m.. Due to space limitations, reservations are required and it may be necessary to limit the number of representatives from each organization. Comments and requests for reservations should be faxed to Ms. Gaynel M. Abadie at (202) 690-5698 no later than December 9, 1997. No telephone responses will be accepted.
