The Navy requires 750 each Explosive Bellows, Detonators, and Circuit Boards in support of the M1134A3E1 Linear Demolition Charge (LDC) fuze redesign efforts utilizing semi-conductor bridge (SCB) technology. The supplies shall be manufactured in accordance with NSWC Crane Performance Specification. First articles will be required for any vendor who has not manufactured these items utilizing this new technology. MIL-B-63094B, MIL-Q-9858A, MIL-T-31000, MIL-STD-100E, MIL-STD-331B, and MIL-I-23659 will be required by the Specification. The new design corrects the tendency for premature initiations during deployment of LDC due to static electricity and ensures safety from the effects of hazards of electromagnetic radiation to ordnance (HERO). Substantial modifications were required to improve the old LDC fuze system. No fuze utilizing SCB technology, which is inherently HERO resistant, had previously passed testing and been certified for military use by the Weapons System Explosives Safety Review Board (WSESRB). The items are to be shipped FOB destination to NSWC, Crane, IN, within 120 days after contract award. To satisfy this requirement, an indefinite-delivery requirements contract is contemplated. The procurement will be structured for a greatest value award, cost and other factors considered. Inspection and acceptance will be at destination. FAR Part 12 procedures will not be used.
