combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No.
N49399-98-Q-0028 is issued as a request for quotation (RFQ). The
Standard Industrial Classification Code (SIC) is 7353 and the Small
Business Size Standard is $5.0. The successful contractor shall provide
delivery; FOB Destination, to Naval Submarine Base, Groton, Ct. on
December 15, 1997 one (1) 35 ton rough terrain mobile crane in good
operating condition. The crane shall have a minimum 100 foot boom
length, powered; no jib; LMI system (load monitoring indicator); anti
two-block system; shall be OHSA Certified, per NAVFAC P307: 29CFR1918,
29CFR1910.180, 29CFR1926; maximum width of crane with outriggers fully
extended "cannot exceed 24 feet"; 35 tom capacity main block, auxiliary
headache ball; and "swage-end fitting". The resulting contract shall
provide for critical, emergency, and preventative maintenance coverage
during the rental period 15 December 1997 through 30 September 1998 in
order to keep the equipment in proper running condition. The contract
shall provide for an unlimited number of critical and emergency calls
during the rental period. Critical coverage shall be from 7:00 A.M. to
5:00 P.M. Sunday through Saturday, including all Holidays, response
time shall not exceed two (2) hours from time of calls for service.
Emergency coverage shall be from 7:00 A.M. to 5:00 P.M. Monday through
Friday, excluding Federal Holidays, response time shall not exceed
twenty-four (24) hours from time of calls for service. Normal repairs
shall not exceed forty-eight hours from time of service calls to
completion. Service calls can only be placed by personnel authorized by
the contracting officer located in building 87/2, Naval Submarine
Support Facility, Groton, Ct. telephone (860-449-3612. The persons
authorized shall be identified in the resulting contract. Preventive
maintenance shall conform to the specifications as listed in the
manufacturers operations manual. Preventive maintenance shall be
scheduled at a day and time agreed upon between the Navy's point of
contact and the contractor. The contractor shall notify the Navy's
point of contact within five (5) days after the service has been
accomplished. The item listed above is brand name or equal to the GROVE
RT635C. These comparisons are intended to be descriptive, not
restrictive, and are to indicate the quality of product that is
satisfactory. Technical information plus descriptive literature must be
provided with each proposal received. Price, age of the unit offered,
standard and optional features offered are factors which will be
evaluated for award. The Government will award a firm fixed-price
contract resulting from this solicitation to the responsible offeror
which is the most advantageous to the Government, price and other
