NASA/MSFC plans to issue a letter Request for Quote (RFQ) to Lee and Associates to negotiate on a sole source basis for effort to provide independent system engineering and technical assistance to the Low Cost Boost Technology project as it accomplishes its tasks and activities to complete the Phase I technology program. Lee and Associates, Huntsville, AL, a small business, will provide an independent review team to assess the program readiness to proceed from component design to fabrication, integration, and test. This procurement is being conducted under the Simplified Acquisition Threshold portion of the Federal Streamlining Act. This anticipated sole source award is based on Lee and Associates unique and broad based capability for performing the required independent assessment. These capabilities include extensive experience in guided missile and liquid propulsion design, development, test and evaluation, and production. In addition, Lee and Associates personnel have substantial experience in conducting formal program independent reviews and program anomaly investigations on guided missile and liquid propulsion programs. This includes chairing an independent review team for the Fastrac Engine CDR, participation as a member of the X-34 System Design Freeze Ad hoc Review Team, and independent review and assessment of the Fastrac Systems Dynamic Loads Analysis methodology and results. Interested small business firms have until December 17, 1997, to submit their qualifications/capabilities in the areas mentioned above. Late or incomplete information will not be considered. Qualifications/capabilities received will be used solely for the Government to make a determination, at its discretion, whether to conduct this procurement under full and open competition (set-aside for small business) or proceed with the planned sole source.
