Officer, (703) 325-5028 17. The Defense Special Weapons Agency (DSWA)
is seeking contractors with the capability to modify laboratory
prototypes into fieldable technologies and to facilitate the transfer
of technology from Research and Development activities to production in
the private sector. New technologies in Arms Control with the current
focus on Chemical Weapons are under development in order to ensure that
inspection objectives can be met and that Department of Defense
equities are protected during the course of on-site inspections.
Current development efforts generally result in laboratory prototypes.
In order for these technologies to be adopted for use in inspections
they must meet certain criteria as follows. The instruments must be
hardened for environmental survivability and transportation
requirements. The instruments and associated methods must meet
technical specifications and logistics limitations, must integrate
easily into existing procedures and with existing equipment and must
meet a certain degree of manufacturability. The tasks involved include
hardware development, hardware interfacing, data acquisition and
control software development, method development, reducing power
consumption, miniaturizing power source, hardening, operational
testing, packaging, and design. The contract will not have a surety
requirement. A draft RFP will be available on the DSWA Home Page on the
World Wide Web at www.dswa.mil under Procurement Opportunities, Advance
Notice. Prospective Offerors will have 30 days to submit comments and
questions before the final RFP is issued. DSWA contemplates issuing
multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts for
this effort. The ID/IQ contracts will be used to issue Task Orders on
specific tasks in a timely manner and with accurate information. This
is an Unrestricted Procurement. All requests for the RFP must be in
writing. Faxed requests are acceptable and should be faxed to the
