National Oceanic and Atmospheric Administration, National Marine
Fisheries Service has a requirement for services to provide a study to
identify sources available that administer automated telephone account
access systems and describe the technologies which would be appropriate
for Northeast regional fishery management programs. The contractor will
be required to conduct a written "needs assessment" to determine
fishing industry, fishery management council and Government
requirements for a days-at-sea (DAS) telephone account access data
management system; prepare a comprehensive, written "market analysis"
describing which companies provide this service, and the technologies,
systems, features, prices, and options of telephone account access
systems; recommend and rank companies and technologies; describe
positive and negative attributes of the technology in relation to data
management capabilities, evidentiary sufficiency, security, cost and
customer convenience; and, oversee a demonstration of themost optimal
system. The period of performance will be date of award through 12
months thereafter. All offers submitted by responsible offerors will be
